The West Midlands Combined Authority (WMCA) seeks a skilled Delivery Manager to join our team.
This crucial role plays a key part in financial modelling of our £164 million investment to develop skills across the region. You will be central in optimising the performance of our skills investment (ca. £164m) deployed across the region and delivered by colleges, local authority adult education services, independent training providers, universities and the voluntary community sector.
What you'll be doing

  • Analyse how funds are spent on skills programmes by identifying areas for improvement and recommending strategic allocations to maximise programme effectiveness.
  • Transform complex financial data into clear insights that inform decisions relating to funding allocations
  • Build strong relationships and work effectively with a diverse team (programme leads, other delivery managers, external partners) to ensure everyone aligns and achieves shared goals.
  • Proactively advise and use performance feedback to refine allocation strategies and optimise return on investment as emerging skills needs are identified within the region.
About You.
  • Proven experience working with post-16 education funding, including programmes like study programmes, adult learning (bootcamps & apprenticeships), and relevant funding streams.
  • A strong track record in financial analysis and making strategic funding decisions in complex funding environments.
  • Demonstrated ability to collaborate effectively with diverse stakeholders like DfE, ESFA, DWP, and various education providers.
  • Deep understanding of a wide range of skills programmes and initiatives (SWAP, Restart, Level 3 entitlements, AEB programsme, apprenticeships, apprenticeship levy).
  • Solid grasp of the economic and political landscape in the West Midlands.

Salary and benefits. We advertise salary ranges for job roles, with new appointments typically starting at the lowest salary point. In exceptional cases, where higher skill levels or experience are applicable, the salary point may be adjusted to secure the best candidate. This approach allows for potential year-on-year salary increases, offering progression and appropriate rewards to employees.

Hybrid working, location and working pattern.
