Brief Description

We actively challenge unsafe practices and take ownership for addressing risks, resolving issues and protecting safety and wellbeing. Eastern region Renewals and Minor Enhancements (RenME) team is looking for a Senior Project Engineer (Civils) to provide client-side engineering leadership to projects from early development to delivery and hand-back. We have an exciting pipeline of projects with values up to £30m. The projects you will be working on are predominantly structures replacement and earthworks remediation schemes. The role also involves providing Civil Engineering expertise and support to other multi-disciplinary projects in the wider Renewals and Minor Enhancements portfolio.

You will work in a small team of like-minded engineers that is based in York, Derby and Stratford offices. The role will manage a team of Civils Engineers to deliver the Project Engineering roles across a portfolio of works as well as individually deliver the Project Engineer role for specific projects. Projects are delivered collaboratively with our funders and suppliers and a key part of the role will involve the early definition of the technical requirements and alignment to programme and budget.

For this role we are looking for Buildings, Civils, Structures or Geotech experience from any relevant sectors that can be transferable to the railway environment. The role is based in our One Stratford Place office in London however other office locations could be considered for a right candidate.

The role of the railway is changing and the needs of stakeholders, clients and taxpayers is changing. As a client-side engineering leader, you have a unique opportunity to make these changes happen. This may include reducing embedded carbon, improving weather resilience, moving to a digital railway, embracing new technologies, attracting more leisure travellers, providing for aging customers, reducing the timescales needed to deliver railway projects as part of Project SPEED or demonstrating cost efficiency through the Minimum Viable Product initiatives

About the role (External)

Key Accountabilities

Implement Network Rail systems and procedures to deliver a cost effective, efficient, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments. Monitor the competence of all Project Engineers working on projects within the functional subject area and provide functional guidance, direction and briefing. Apply engineering controls and procedures to all projects so all design and construction contracts include reference to appropriate Railway Group and Network Rail Company standards applicable to their discipline. Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects and check whether the environmental aspects of all projects are managed in accordance with Network Rail Environmental Policy. Monitor all projects for compliance with Railway Group and Network Rail Company standards and Network Rail project control procedures. Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision. Monitor whether the design and construction elements meet the requirements of legislation, including construction design management (CDM) regulations. Monitor the competency of contractors' design, construction and specialist personnel to assure the quality of supply chain outputs. Undertake the duties of nominated design and construction / design construction engineer and undertake reviews of design and construction activities. Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems to provide assurance to relevant Network Rail standards and procedures. Carry out the duties of designated project engineer (DPE) or a client engineer to fulfil the requirements of Network Rail engineering management standards and procedures. Undertake accident investigations when remitted to by the relevant designated competent person to identify root causes/corrective actions required and to disseminate learning. Undertake the project categorisation for engineering, to determine level the of engineering assurance to be undertaken on specific projects or programmes. Support a collaborative working arrangement between RenME, route engineers and suppliers. Work closely with construction assurance teams to inform their site inspection and engineering verification activities.

Job Skills, Experience and Qualifications

Essential

Significant experience in Civil Engineering, ideally with involvement in multi-disciplinary construction and design Technical qualifications to at least HNC level or equivalent in a relevant engineering subject area Membership of a relevant professional institution (ICE, IMechE, IET) Experience of setting up contracts or drafting technical requirements Knowledge of safety management and quality assurance Understanding of the arrangements required for the independent assessment of works and risk-based safety justifications to support engineering proposals Demonstrated ability in initiating and building positive working relationships with customers, their team and stakeholders. Confirmed experience of creating opportunities for development for themselves and others/their team, Demonstrable experience of building efficient working relationships with suppliers and / or clients. Demonstrable experience of challenging self and others to improve services and approaches and championing other parties' proposals within an organisation. Shown experience of supporting the physical and mental well-being and safety of themselves and colleagues and of challenging business and safety related risks. Demonstrated ability to work proactively through complex issues.
