Job Overview

Divisional Chiefs of Service will have overall responsibility for leadership and management within their division. This includes establishing a comprehensive annual plan, managing budgets, and contributing to the Trust's Best Care Programme. They will participate in weekly executive meetings, attend the monthly Trust Management Executive meeting and chair the Divisional Management Board. Demonstrating visible and credible leadership, role modelling Trust values, and placing patient safety and the patient experience at the center of all divisional activity.

Main Duties of the Job

Operational Leadership

  • Lead the Divisional Director of Operations, Director of Nursing and Quality, and the wider divisional management team
  • Lead operational plans to support the Trust's strategic objectives. This includes responsibility for achieving relevant key performance and access targets, contractual obligations, and all CQC standards
  • Liaise with Chief of Service colleagues, Divisional Directors of Operations, and Divisional Directors of Nursing and Quality to ensure activities across the Trust are fully coordinated, integrated, and aligned with corporate strategy
  • Lead the annual planning cycle for the division
  • Ensure effective use of financial and non-financial resources, including the workforce within the division, to provide maximum patient benefit

Detailed Job Description and Main Responsibilities

Operational Leadership Cont.

  • Lead the development and delivery of cost improvement programs
  • Develop opportunities for revenue generation within the division
  • Develop systems to provide clinical information to staff for benchmarking and auditing their practice to support improvements in patient experience
  • Be a leader in the Quality Improvement movement within the Trust, continuously improving services within the framework and methodology for maximum success
  • Establish and maintain regular communication with staff, lead staff engagement, and foster a culture of openness, innovation, and transformation
  • Act as the spokesperson for the division internally and externally when appropriate
  • Oversee performance management across the division
  • Foster an open and inclusive management style, encouraging teamwork and good relationships
  • Promote a culture where governance and risk management are everyone's responsibility
  • Implement the Trust strategy on infection prevention within the division
  • Support the divisional response to patient complaints and ensure prompt, accurate responses
  • Ensure lessons are learned from complaints and act on them to improve patient experience and clinical care
  • Actively participate in the Best Care Programme

Professional Leadership

  • In partnership with the Divisional Director of Operations and Divisional Director of Nursing and Quality, identify and provide training and development for staff
  • Develop robust succession plans following the Trust's talent management approach
  • Promote research activity in the division in line with the Trust's research strategy
  • Ensure high standards of clinical effectiveness, considering local and national recommendations
  • Provide a safe working environment for divisional staff in line with health and safety legislation
  • Review and develop divisional strategies for clinical governance, including clinical audit, risk management, and patient involvement

Strategic Leadership

  • Support the development of service and corporate strategy with divisional inputs
  • Ensure the Trust's vision and values are part of everyday practice
  • Work with the Divisional Director of Operations and Divisional Director of Nursing and Quality to review division performance and engage with partner organizations
  • Chair and participate in the Divisional Management Board and Trust executive meetings
  • Help shape emerging strategies with a patient-centric approach
  • Promote effective communications and engagement across the division
  • Ensure all managers and clinicians make a 'shop floor commitment' in their objectives

Person Specification

Qualifications

Essential Criteria

  • GMC/NMC/HCPC registered
  • Masters level postgraduate education or equivalent professional experience in a senior clinical leadership role
  • Evidence of regular and up-to-date CPD

Desirable Criteria

  • Management training

Experience/Knowledge

  • Significant experience in medical or clinical leadership within the NHS
  • Experience in leading and developing people
  • Experience in service development and healthcare strategy
  • Understanding of the current healthcare challenges and opportunities

  • Clinical experience within division specialties
  • Experience in reviewing and agreeing on job plans
