Job description:


The Seafarer Safety and Human Element team is part of the Seafarer Safety and Health Branch which promotes the health, safety, decent living and working conditions and wellbeing of seafarers through legislation and by non-regulatory means.


The Seafarer Safety and Human Element team focusses primarily on preventing personal injury accidents and supporting other parts of the Maritime and Coastguard Agency (MCA) in understanding human element (HE) principles to promote the wider objectives of the Agency.


We are looking for a passionate and motivated individual to join us for 13 months as the Head of Seafarer Safety and Human Element Policy.

Reporting directly to the Head of Seafarer Safety and Health, the successful applicant will lead the MCA's human element strategy and promote the UK's seafarer health and safety and human element policies at international and national level within the shipping industry.


The role holder will provide leadership for the team, developing a sound evidence base and delivering a quality service to industry and stakeholders.

They will use human element principles to promote the improvement of health and safety for seafarers, including identifying and developing best practice for the impact of future technologies on seafarers.


This role offers the great opportunity to take up a pioneering role in relation to human element within the maritime industry and representing the MCA at IMO and industry meetings.

The successful applicant will enjoy collaboration with and exposure across a wide range of stakeholders including the Marine Accident Investigation Branch, Department for Transport (DfT) Statisticians, shipping companies, seafarers and other human element experts in the transport fields.

This is a varied, exciting and rewarding role for someone who has a passion for human element science and an interest in improving seafarer safety.


Person specification:

Responsibilities include but are not limited to:

  • Identifying the need for research in support of MCA's strategy, and working with partners to promote projects, including sourcing funding and promoting the results as appropriate.
  • Working with social partners and other industry bodies to develop health and safety and HE policies in the UK industry and internationally to underpin best practice, including those addressing the impacts of future technologies.
  • Promoting awareness of and developing dialogue on HE issues at international level. Working with key industry and technical stakeholders to develop rules and best practice guidance at the International Maritime Organisation (IMO) across a range of issues.
  • Maintaining and developing health and safety (H&S) regulations and guidance and promotion of H&S and wellbeing guidance for industry, including addressing the impact of future technologies.
  • Promoting best practice at IMO through the Maritime Safety Committee and Human Element, Training and Watchkeeping (HTW) Sub-Committee, including addressing the impact of future technologies.
