Do you want to protect the lives, livelihoods, and environment of communities across Devon, Cornwall and the Isles of Scilly? By joining our Area Incident Management Team you'll be at the heart of this work, helping us to plan and prepare for, respond to, recover from, and review flood, environmental, and business continuity incidents.


  • The Flood Incident Advisor is a key role in the team, providing flood incident expertise on a range of incident planning and preparation activities. You will support training and exercising for flood incident role holders and help to roll out changes and improvements to the way we do things. You'll look after at least one of our generic incident roles as well, recruiting, supporting and training role holders so that they are capable and confident to respond to incidents.
  • Networking and partnership working is key to this role. You'll be part of a network of flood incident advisors and national colleagues, and contribute to our area business boards and the Local Resilience Forum Severe Weather Group.
  • Responding to incidents is a central part of what we do. One week in every 6 you'll be on duty in working hours as an Area Base Controller, a tactical leadership role that manages the area incident response and maintains the area's common operating picture. This also involves complying with reporting requirements and ensuring the health, safety and wellbeing of responding staff. The unpredictable nature of this work means you'll need to be comfortable reprioritising and picking up unplanned incident response work at short notice. Some incident response work may attract an additional payment, and full training and alternative working arrangements will be available to support you with this incident role.
The team

  • Our team coordinates and assures incident management activity across our area, as we prepare for and deal with the increasing threats and natural hazards resulting from the climate and ecological emergency. We work closely with approximately 350 local staff who hold an incident management role in addition to their business as usual activities, networks of staff working on incident management from across the business, and partners in the Local Resilience Forum.
Experience/skills required

  • Through experience to date you will be able to demonstrate:
  • An understanding of the causes and impacts of flooding, our role in flood incident management and the way we warn, inform and respond to flooding.
  • Ability to develop and maintain good relationships with internal and external customers.
  • Delivery of work by planning, tracking, gathering and maintaining data/information.
  • Excellent written and verbal communications skills and use of a wide range of communication and engagement channels and products.
  • Ability to work on your own initiative and as part of a team to make decisions and achieve planned outcomes.
  • The ability to lead and support working/task groups and organise/facilitate effective meetings.
  • A drive for risk based decision making and continuous improvement.

  • We have offices in Bodmin and Exeter and you will need to choose one as your base location. Most of the team follow a hybrid way of working between office and working from home. We colocate in our offices or other locations for incident response and when we need to collaborate on tasks.
