Are you an experienced Health and Safety professional looking for an exciting opportunity to make a significant impact? Publica Group LTD is seeking a talented and qualified individual to join our team as a Health and Safety Business Partner.


As a Health and Safety Business Partner, you will play a vital role in ensuring the well-being and safety of our employees and the communities we serve.

You will be responsible for leading the health and safety initiatives across multiple service areas, working closely with stakeholders to establish and maintain a culture of safety excellence.


You will contribute to the development and implementation of Health and Safety policies, leading on project work that seeks to increase the Health and Safety compliance across Publica and the partner councils.


Some of your responsibilities:

  • Serve as the lead officer for health and safety, fulfilling the 'Competent Person' role, ensuring compliance with the relevant H&S legislation,
  • Work with service area managers providing the right advice to ensure working procedures (and Risk Assessments) are suitable and sufficient,
  • Conduct and record audits and offer necessary support to managers,
  • Collaborate with internal and external stakeholders to ensure compliance with relevant legislation and regulations.
  • Create, implement, and review health and safety policies and procedures for effectiveness and to reflect changes in legislation
  • Stay up to date with industry trends and best practices, and proactively identify opportunities for improvement.
This role provides the flexibility to work in an agile manner.

Whilst working from home is supported, you must also be prepared to travel to and attend work in any of the Publica or Council locations in line with business needs.

You will need

  • Previous experience in a Health and Safety Business Partner role is essential, working with a Health and Safety authority or a multidisciplinary organisation.
  • Qualified to a NEBOSH Diploma or NVQ Level 6 in Occupational Health and Safety.
  • Evidence of continuing professional development, CPD, through training, researchbased practice and expansion of knowledge and experience.
  • Excellent communication and interpersonal skills, with the ability to engage and influence stakeholders at all levels.
  • Experience of leading health and safety compliance within an organisation, implementing change and good practices.
  • Selfmotivated and able to work independently, with the ability to prioritise and manage multiple tasks effectively

  • There may be a requirement to work at other Publica Group (Support) Ltd and/or client locations to meet the needs of the business
  • You will be expected to work reasonable additional hours in line with the needs of the service
  • Full UK Driving License
  • Ability to travel/ access to a vehicle for work purposes
  • BPSS Check


You will be employed by Publica Group Ltd which was created by four partner Councils (West Oxfordshire District Council, Cotswold District Council, Cheltenham Borough Council and Forest of Dean District Council) to deliver more efficient and improved services.
