Programme Lead - Early Language Support for Every Child

We have an exciting opportunity for an experienced and motivated practitioner to lead a pilot programme within Hartlepool.

Hartlepool has been selected to take part in a pilot initiative known as 'Early Language Support for Every Child' (ELSEC). The ELSEC programme aims to improve early identification and support for children with speech, language and communication needs.

To deliver the programme, we are developing a new team of professionals. Alongside this role, the team will include a Clinical Lead Speech and Language Therapist, a Specialist Teacher and Speech and Language Support Workers. The team will also work in partnership with others, for example Family Hubs, Health Visitors and Early Years Settings. Speech and Language UK are also engaged with the project and will work in partnership with the team.

We are open to flexible working and are able to support a hybrid model of working (in locality and remote working).

Main duties of the job Working alongside the other professionals in the team, you will be responsible for:

Providing systematic and accountable operational leadership and management for the ELSEC Programme within Hartlepool.

Making a significant contribution to the ELSEC strategy within Hartlepool including approaches to education and training for the wider children's workforce, providing support to other Leads as required.

Developing and maintaining links with the Local Authority, Speech and Language UK and relevant ELSEC partners to ensure a coordinated approach to the delivery of the programme aims and objectives.

Providing evidence-based advice about the programme. We recruit for values and Together we are North Tees & Hartlepool Job description Job responsibilities To provide highly specialist clinical and professional advice to support children and young people with speech, language and communication needs (SLCN) through delivering universal and targeted support offers in conjunction with colleagues in the wider childrens workforce and within the ELSEC Programme.

To provide specialist clinical advice and support to colleagues in relation to workforce development across the ELSEC Programme as required.

To work collaboratively with the Professional for Childrens Therapies and partners within the ELSEC programme to ensure evidence-based, equitable provision across the childrens therapies services in line with the relevant service specification(s) including policy formation, workforce planning, staff deployment, allocation of resources and team developments.

To advise the Professional Lead for Childrens Therapy services on service delivery issues within the ELSEC Programme, including pressures and shortfalls.

To provide support and advice to the ELSEC team on the day to day management of the service including work allocation and planning to ensure equity across services.

To undertake line management responsibilities including appraisal, reviewing work performance, facilitating staff development and managing first line disciplinary and grievance issues.

To represent the Childrens Therapy services on relevant children and young peoples service groups relating to development and delivery of the ELSEC programme as appropriate.

To work collaboratively with the Professional Lead for Childrens Therapies and other ELSEC Leads to determine the interpretation of national and local health, education and social care policies and practices as they apply to the ELSEC programme.

To establish and maintain links with parent-led groups as required within the scope of the ELSEC programme, ensuring that parental views are taken into consideration in all areas of service provision and development.

To establish and maintain links with other stakeholder groups within the ELSEC programme e.g. Head Teacher and SENCo forums, other ELSEC pathfinders.

To lead on recruitment of Speech and Language Therapy staff for the ELSEC Programme.

To establish and operationalise plans to meet the education needs of the workforce, including the team of support workers within ELSEC.

To maintain an overview of the electronic client management system for the programme including monitoring of ELSEC activity, and performance data, actively managing any issues as they arise.

To contribute to the data collection and participate in independent evaluation of the ELSEC programme.

To represent the children and young peoples therapy services on behalf of NTHFT on ELSEC groups within and out with the FT as required. Person Specification Qualifications Essential
  • First degree or equivalent qualification in SLT Masters degree or equivalent postgraduate knowledge across a range of work practices
  • Registered member of the Health and Care Professions Council
