LRCFA works closely with The FA, the game's Governing Body, in order to ensure that all safety standards are met.


The Role

Key Accountabilities

  • Operationally lead the implementation and delivery of Safeguarding, being accountable for relevant areas of The FA's 'Safeguarding 365' Operating Standard for the CFA.
  • Track and ensure ongoing compliance with The FA's 'Safeguarding 365' Operating Standard for CFA measures, policies, and procedures.
  • Support the County FA Leadership Teams to take a dynamic and strategic approach to Safeguarding delivery within the CFA, raising awareness and providing organisational support and direction to colleagues.
  • Use The FA Safeguarding Case Management System (ELSA) and other FA IT systems to monitor and record Safeguarding concerns and compliance in accordance with FA regulations, policies, and Data Protection legislation.
  • Deal with serious Safeguarding and Low-Level concerns referred to the County FA with a focus on timeliness and outcomes and line with FA policies, regulations, and guidance.
  • Provide training, support and guidance to Clubs and Leagues on how to manage Safeguarding complaints and Low-Level concerns effectively.
  • Strategically manage an effective Club Welfare Officer network (Youth, Adult, and Pan-Disability Teams), providing guidance to enable Clubs to be compliant with Safeguarding legislation, mandatory
FA Safeguarding requirements, additionally providing best-practice guidance and education
programmes when required.

  • Liaise with the Local Authority Designated Officers, Local Safeguarding Partnerships, Local Safeguarding Adult Boards Children's and Adults' Social Care Services, and Police Child Protection Teams, and develop and maintain strong relationships with other key internal and external stakeholders.
  • Coordinate Safeguarding visits and spot checks/audits on clubs throughout the season to ensure they are compliant with the records they have submitted to the CFA, and to check on the culture and Safeguarding practice.
  • Support the 'Respect' Project group to deliver their action plan to address poor behaviour and raise standards in grassroots football. Promote fun and safe football environments, creating a culture that encourages and celebrates safer working practice throughout all CFA's activity and within grassroots football.
  • Utilise insight and data to inform all compliance activity and take appropriate activity to address noncompliance.
  • Ensure that any individual helping with any CFA event involving children and adults at risk is suitably DBSchecked, trained, and understand their responsibilities at the event.
  • Support CFA colleagues to effectively Risk Assess any CFA event involving children, young people and at risk adults, maintaining and reviewing all Risk Assessments produced.
  • Ensure the CFA is compliant with safeguarding legislatione.g., Data Protection/GDPR2018, Children's Act ,Protection of Freedoms Act (Criminal Record Checks), the Government's 'Working Together guidance 2018' and any other legislation or statutory guidance that may beintroduced.
  • With the Football Development Officer, support and engage the LRCFA 'Young Leaders' to ensure that Youth Voice is embedded across all CFA activity and empower young people to drive positive change and shape the future of grassroots football within Leicester, Leicestershire and Rutland.
  • Support the County FA Leadership and Executive Teams to take a dynamic and strategic approach to equality, diversity and inclusion delivery within the CFA, raising awareness and providing organisational support and direction to colleagues
  • Ensure the Diversity and Inclusion Action Plan is delivered, reviewed, and reported to key stakeholders.
  • Work with the CFA Inclusion Advisory Group to consult on plans and engage advocates for diversity and inclusion activities.
  • Establish constructive working relationships with the key stakeholders and develop regular contact to promote collaboration and sharing of good practice.
  • Provide and ensure suitable training is provided to the football workforce around equality, diversity and inclusion
  • Ensure the CFA gains and maintains the Preliminary Level of the Equality Standard.
  • Provide the highest level of customer excellence to support volunteers across all FA Technology systems (FA Events Platform, Whole Game System, the FA Club's Portal, Matchday app and FA Full Time).
  • Execute tasks as required to meet the L&RCFA's changing priorities.
