Head of Climate Change and Net Zero Policy

We are the new, government-owned policy bank - launched in June providing £22bn of infrastructure finance and partnering with the private sector and local government to finance a green industrial revolution and drive growth across the country.
Job Purpose
Provide strategic and operational direction and accountability for ensuring the Bank's investments deliver its climate change mission, and represent the Bank by forging imaginative and impactful public and private sector partnerships that will originate new deal opportunities for the Bank.
Responsibilities
- Provide effective, inspiring and empowering leadership of the climate change and net zero policy team working closely with the equivalent lead on Regional & Local Economic Growth to ensure the policy teams are cohesive and mutually supportive
- Manage delivery of the policy team's inputs into the Bank's pipeline of transactions, ensuring the Bank can operate smoothly and swiftly in pursuit of investment opportunities and deals progress with appropriate scrutiny through internal governance gates
- Provide creative, thoughtful and confident leadership of the climate change and net zero policy area to ensure the Bank maximises the policy impact of its financial capacity in support of this mission
- Develop strong, effective relationships with government and public sector organisations, in particular central government policy teams, to find ways for the Bank's balance sheet to help problemsolve for the investment challenges of climate change and net zero and lead to new investment opportunities for UKIB
- Lead work with government to codesign financing solutions for climate change and net xero challenges.
- Build and leverage a wide range of relationships with civil society groups and think tanks operating in this policy area to build the Bank's influence and ensure the Bank's role is understood
- Lead the Bank's departmental relationships with DESNZ and DEFRA and jointlylead policy relations with departments in devolved administrations with the Head of Regional & Local Economic Growth
- Act as an effective ambassador for the Bank with a wide range of public sector organisations and senior stakeholders, including representing the Bank on public platforms
- Work closely with the wider policy, strategy and comms teams to develop influential engagement activities to build the Bank's profile and reputation for its problemsolving capabilities against its missions
- Work with the Head of Strategy to input into the development of a compelling vision and narrative for the Bank that speaks to our wide range of stakeholders
- Deputise for the Chief Strategy & Policy Officer where required both at internal and external forums to represent the Bank
Knowledge, Skills and Experience
- Strong depth of experience in central or devolved government developing and leading policy at a senior level
- Strong and up to date knowledge about central government climate change policy and strategy
- Wellnetworked externally within the area of climate change policy and with relevant central government departments
- A strong understanding of the national and regional governance arrangements in the UK
- Experience of, or an appetite to develop a deep understanding of infrastructure policy and investment issues
- A track record of working in multidisciplinary teams
- Experience of operating in culturally diverse environments demonstrating adaptability
- Passionate about the bank and its climate change and regional economic growth policy objectives.
- Significant experience and authority to operate at a senior level, combined with an entrepreneurial outlook and a willingness to support and champion the successful build of the Bank
- Sound judgement, demonstrated in complex environments with multiple stakeholders.
- Able to build strong, productive longterm relationships externally and internally in order to optimise the bank's effectiveness.
- Excellent communication skills and the ability to listen.
- Effectiveness underpinned by an empathetic and pragmatic approach: capable of influencing rather than directing.
- A team player and advocate of diversity and the value of diverse and multidisciplinary teams.
