Performance and Risk Manager - Thames Freeport

The Role:


Reporting to the Head of Programmes, the Performance and Risk Manager is responsible for ensuring that all performance and risk issues relating to the delivery of Thames Freeport's programmes and projects, especially seed capital, are being managed, coordinated, delivered and reported effectively.


Establish and monitor that clear, effective and proportionate governance is in place for all projects and programmes within the Portfolio, and that they are appropriately scoped and resourced to maximise the likelihood of delivering agreed outputs and benefits to time, budget and quality.


The role will support individual programme and project managers, providing advice and guidance and ensuring that the required discipline, governance and rigour is in place, as well as monitoring the delivery of critical programmes across Thames Freeport.


A key element of this role is reporting and providing assurance performance, financial and risk to the Thames Freeport Board and General Purposes and Resources Sub-committee.


Key Responsibilities:


Support the Head of Programmes to develop and manage an overarching portfolio delivery plan for the Freeport including projects funded from seed capital, retained business rates, private sector investment.nEnsure that Thames Freeport programmes, projects and initiatives are coordinated, aligned, resourced and undertaken in the most efficient and effective manner in order to deliver the Freeport's strategic objectives.nEstablish and support governance and decision making arrangements across the Portfolio, and ensure the Thames Freeport Governing Board with key information, data, assurance and advice to inform their decision making.nIdentifying inter-dependencies, risks and issues across the portfolio, and report performance and risks to Thames Freeport Board and General Purposes and Resources Committee.nDevelop effective partnership working relationships with those responsible for the delivery and management of individual programmes and projects providing expert advice, guidance and support.nSupport the Head of Programmes to develop an portfolio delivery and assurance framework, ensuring that the appropriate systems, accountability and reporting arrangements are in place.

In particular ensuring that all compliance requirements are adhered to and maintain close working relationships with DLUHC and the Accountable Body in so doing.


Skills and Experience:


Proven portfolio or programme management knowledge and experience – planning, risk assessment, dependency management.nAble to work across organisational boundaries - creating collaboration and alliances between private and public sectors and multiple stakeholders.nExperience of designing and undertaking programme reporting and assurance – including progress against milestones, resources, financial and risk and assurance.nExperience of working with, and providing effective support to senior level Boards.nMarked skills in communication and networking.nStrong analytical skills and a creative approach to problem solving.nAbility to work in a new enterprise – self-starter, focus, energy.nQualification in Management of Portfolios or Managing Successful Programmes is essential.

Qualifications in Assurance, Business Cases and Change Management are desirable.
