Job Title: Performance Manager

Location: Peterborough / Hybrid ( 1-2 days a month in head office excluding attending meetings)

Salary Range: £49. - £60,

Role purpose:

Support the development and implementation of an improved evidence-based continuous improvement performance management framework to add value and impact to our decision-making.

Ensure the translation of our Strategy, Strategic and annual Business Plans into agreed Key Performance Indicators (KPIs) and, working with senior managers and corporate colleagues, the delivery of visual performance reporting to meet the needs of our continuous improvement performance management framework.

Ensure the effective operation of the continuous improvement performance management framework by co-ordinating the development activity, information flows, reporting outputs, and decision points across governance bodies and external stakeholders.

Ensure the Performance Hub is developed (in PowerBi), updated, and refreshed in a timely manner and to schedule.

Key responsibilities and accountabilities:

To monitor and review the work of Assistant Performance Manager to ensure performance information is accurate and timely. Performance Management – decisions over what action is needed to manage interdependencies between related performance work streams and maintain progress with improving performance measurement and reporting corporately,including implications of wasted time/resources due to slippage in one area constraining progress in others. Performance Measurement & Reporting – decisions on whether measures are sufficiently robust and meaningful, addressed directly with Head of Business Planning and Performance Management, implications if volumetric performance is out of alignment with financial forecasts, leading to unforeseen variances. Prioritisation of Demand – decisions on the sequencing of developments to our performance reporting in conjunction with key stakeholders considering the continuous improvement performance management framework and business needs, and the scheduling of ad hoc/urgent requests for performance data. Stakeholder Engagement – decisions on prioritisation of support based on areas of greatest need/ business risk across directorates; informs appropriate allocation of personnel. Maintain and refresh working documents to support the continuous improvement performance management framework of published Key Performance Indicators (KPIs) and associated activities, Purpose and Performance Assurance Map, Running the Business, and Making a Difference Dashboard. Create PowerBi Dashboards, taking industry, corporate and supporting operational performance measurement needs into account, aligned to the continuous improvement performance management framework; and ensure actual, forecast, target, financials and commentary are completed. Ensure timely and accurate Performance Hub reporting, ensuring dashboards are refreshed, updated, and published, using Microsoft PowerBi. Maintain Performance KPI templates with critical success factors, indicators, and definitions for all dashboards, including the data source log and Performance Hub change log. Ensure progress against DfE Priorities Letter, ITB Review recommendations and Nation Plans are updated quarterly within the Performance Hub Data Room

Knowledge and Experience:

Essential

Knowledge of management fundamentals, and experience of application in practice to manage work scheduling and performance framework implementation. A high level of organisational management experience Highly developed negotiating, influencing and persuading skills. Proven problem-solving experience. Experience of concepts and principles of performance management, gained through broad and in-depth experience in CITB or in similar organisations to CITB. Experience of working in a corporate cross-business role with multiple stakeholders. Experience of managing conflict. An effective and confident communicator. Prioritisation, co-ordination, and time management skills required to manage multiple stakeholder interactions on a broad range of topics often to demanding deadlines. Advanced level skills in corporate systems and core MS Office, including PowerBi. A working understanding of the Government Continuous Improvement Framework and Functional Standards.

Desirable

Degree level or equivalent in Business Studies or a management related discipline. Understanding of performance measurement fundamentals and experience of application in practice to support performance measure development activity related to business planning. Operational knowledge of other business disciplines to resolve issues that have an impact beyond own professional discipline.
