In support of the delivery of positive employment outcomes for Londoners and working across skills and employment programmes, focusing first on the Mayor's Skills Academies and the Skills Bootcamps for Londoners programmes, work is underway to engage businesses from London's key sectors to ensure skills training addresses their current and future need, and to ensure they can access talent.

We are now seeking a highly motivated individual to lead this new area of work, identifying opportunities to engage with business to support the development and performance of our programmes, to maximise the number of Londoners supported by the Mayor's investment to enter or progress in employment, and to address skills gaps for employers in London's key sectors.

The successful candidate will lead a small team, so evidence of developing diverse talent and being accountable for performance is a necessary.

The Skills and Employment Unit is responsible for working with external partners to develop skills and employment strategies for London and managing the Adult Skills Budget, UK Shared Prosperity Fund and programmes such as the Mayor's Skills Academies, Skills Bootcamps for Londoners and Skills Capital investment programmes.

Manage the delivery cycle from project development through contracting to contract completion, closure and exit of a portfolio of complex projects, including proactive management and recording of:
financial and outputs performance, maintaining value for money
quality assurance and compliance through regular monitoring and audit of delivery partners and sub-contractors
the claims process to verify the validity, accuracy and eligibility claims paid
milestones, risks and issues

To strengthen local partnerships and linkages between employers, providers, boroughs, industry representative bodies, the GLA group and internal departments to ensure connectivity and coordination of activities.

Proactively lead on the overall performance of own team's portfolio of projects against financial and output/outcome targets, compliance, quality and risk and collaborate proactively with other Project Managers in the team and other stakeholders in a matrix management arrangement to develop and deliver the team's portfolio of projects and programmes as required.

Effectively line manage, lead and develop a team in order to deliver the objectives of individual projects or programmes within agreed timeframes, within budget, to specification and to operational compliance and quality standards, ensuring that team resources are planned and allocated effectively to meet anticipated demand and respond to changing priorities.

Identify and report on risks and issues as appropriate, and lead on resolution of operational, contractual and performance issues as they arise for own portfolio of projects and the team's.

Hold budget accountability for projects within own and team's portfolio, including responsibility for accurate budgeting, forecasting and compliance with GLA approval processes and all financial and regulatory requirements.

Lead on delivery to time, budget and quality of complex or sensitive corporate or team workstreams, for example programme management activities, programme evaluations, development or improvement of systems and processes to meet audit, programme or corporate requirements, ensuring that matrix project management is implemented effectively where relevant

Successful track record of monitoring delivery of complex and large-scale programmes, including delivery through multiple third parties and contract management.

Highly developed interpersonal skills, including the ability to build and manage influential and effective relationships with a diverse range of senior stakeholders, including business, to deliver successful outcomes.

Track record of developing, leading and managing teams, including tackling poor performance, developing talent, and being accountable for the team's performance

This role is based at London Fire Brigade's Head Office (Union Street SE1 0LL)

GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role.

As part of this, you will need to split your time between home working and coming into the office.
