Job Purpose


Within this role, you will act as the global lead for the RICS building and infrastructure standards in construction, particularly related to project and cost management.

The role holder is responsible for defining RICS's professional construction strategy and specifically accountable for maintaining a body of trusted standards and related professional development material within the construction professional surveying sector.


This prominent, professional leadership role has a high level of external profile and is critical to ensuring RICS engenders confidence and is trusted by key stakeholders.

As such, it is expected that you will be a Chartered Quantity Surveyor or Chartered Project Management Surveyor with substantial and demonstrable experience in the construction sector along with substantial project planning, inception and leadership experience.


Key Responsibilities

  • Responsible for all formal guidance in construction for the profession
  • Provide high quality and timely support on emerging practice within construction for the profession
  • Ensuring RICS is supporting the profession to be at the cutting edge of practice, particularly in respect of environmental sustainability, digital delivery and diversity and inclusion
  • Responsible for the RICS professional competency framework and related body of knowledge / curriculum within construction for the profession
  • Act as the leading external representative of RICS on all professional issues within construction commanding respect and influencing at a global level with senior government and industry
  • Delivery of current, actionable market insight, through networks and own / team's expertise across RICS' key global markets, in order to inform the maintenance / development of high quality, risk / opportunity led standards within construction
  • Act as the leading internal expert, advising as required, on all professional issues within construction, through external networks and own / team's expertise
  • Leadership and line management of a small team without the need for daytoday supervision
  • Supporting the Director in planning resource requirements
  • Planning and managing budgets for a range of projects
  • Substantial involvement in defining the strategic plan for construction and making business cases on individual initiatives
  • Substantial project planning, inception and leadership

Experience / Skills Required

  • A Chartered Quantity Surveyor or Chartered Project Management Surveyor with substantial and demonstrable experience in the construction sector
  • Adept in understanding the challenging technology landscape within the construction industry whilst predicting and influencing changes in standards
  • Outstanding, relevant construction sector knowledge and expertise with deep understanding and passion for the importance of excellence in professional surveying to society
  • An excellent track record of delivering sound business outcomes in a multistakeholder environment with competing interests, which are justifiable to all
  • An influential external profile, capable of engendering trust and confidence with senior public and market stakeholders, and capable of projecting RICS' brand credibly in an international environment
  • First class, written and oral communication this role will require you to deliver impactful profession and public facing communications which influence educate and guide relevant audiences
  • High degree of political sensitivity and the ability to bring effective, clear outcomes
  • Risk management expertise and the ability to lead the handling of critical, reputational issues effectively
  • Strong experience in analysing and assessing the requirements, developing strategy and ensuring the recommendations proposed receive buy in and commitment for all departments and all levels of the organisation.
  • High level of personal ethics and a professional approach
  • A good appreciation of the importance and key factors involved in regulating professionals
  • Excellent project management and organisational skills
  • Proficient with IT and a willingness to adapt to new technologies
