This is an exciting time to be working in MPS's Commercial Services, which supports the organisation to deliver solutions for the delivery of the Commissioner's vision for a New Met for London. Commercial Services is also responsible for delivering end-to-end commercial lifecycle management (supporting the wider business in working with third parties) across a spend portfolio of £1bn each year.

Commercial Services includes five category teams/pillars – Corporate & Professional Services; Covert and Counter Terrorism Policing; Digital, Data and Technology; Operational and Property – as well as an Enablement and Performance team. The Team

The Corporate & Professional Services pillar is responsible for the end-to-end commercial activity across a range of categories which are essential, in all organisations (big or small), to ensure they can deliver on their core mission. We are a team of 15, managing a spend of c. £200m/per annum (£1.5bn/term) across a range of service contracts (as well as a small set of goods contracts). For this role, within Corporate - these include Business Outsourced Services, Occupational Health, and Media, as well as embryonic team responsible for protecting and generating income from the MPS brand. The other half of the team is responsible for Professional Services such as Consultancy, Resource Augmentation, Training and Legal.

The Role

Over the next 2 years you and your team will be responsible for taking to market several of our organisationally impactful strategic contracts, which will provide an exciting challenge and the opportunity to make your mark/leave a legacy. This high-profile role will allow you to liaise regularly with senior business stakeholders and Management Board level members, providing advice, guidance, assurance, and commercial solutions for complex organisational challenges.

We are looking for a commercial professional, with experience of managing complex, high value programmes and projects, developing category strategies, leading negotiations with suppliers and working with senior stakeholders across multiple business groups to solve commercial problems in a dynamic environment. With this background, you will bring experience delivering commercial solutions and managing commercial risks throughout the commercial lifecycle, in a challenging environment, managing stakeholder relationships at senior level, and balancing the delivery of high value, complex projects with values-based leadership through modelling behaviour, coaching, and mentoring.

In this role you will lead and manage your team (7 FTE) whilst being part of the wider Corporate and Professional Services team and part of our extended senior leaders' group.

If successful at the sift stage, candidates will be invited to the Government Commercial Function Assessment and Development Centre (ADC) where your skills and experience will be assessed against the Commercial People Standards for the Profession at Associate Commercial Specialist Level. The ADCs will be held on 16 July 2024. Please note candidates cannot request an alternative date.
  • Candidates will need to secure at least a B at ADC to be considered for an interview. Any candidate, who secures an A, is guaranteed to be offered an interview.
  • Interviews will take place in the week commencing 22 July 2024 (likely 24-26 July).

Note: Internal and external candidates who have secured an A at the ADC will be eligible for a permanent appointment. External candidates who have secured a B at the ADC are eligible for appointment on a 2-year fixed term contract, until such time they re-sit the ADC and secure an A, at which point they can be offered a permanent contract at the same level without having to re-apply.

  • Experienced and knowledgeable in how supply markets work and how to mitigate their inherent risks.
  • Experience and evidence of delivering complex commercial solutions.
  • Demonstrable experience of leading complex or high value negotiations.
  • Evidence of having delivered organisational value-added services including cashable and non-cashable benefits to customers.
  • Experience working and effectively influencing (partnering) with senior stakeholders to deliver robust commercial outcomes to deliver the organisation's business need.
  • Evidence of inspirational and inclusive leadership, developing a professional culture and building commercial capability (in your team as well as more broadly across your organisation).
  • Demonstrable experience of leading/delivering first or next generation outsourced solutions.
  • Government Commercial Organisation (GCO) Associate Commercial Specialist accreditation (see application process)
