SAAS is an executive agency of the Scottish Government and responsible for assessing and paying student awards for Scottish domiciled students in Higher Education throughout the UK.

We administer budgets of around £1.4 billion each year, making payments to both educational institutions and over 190,000 students a year.

The SAAS Recoveries team sits within the wider Finance Directorate which incorporates Counter Fraud, Finance and Procurement and has in excess of 25 staff.


The Debt Recovery team are responsible for controlling, collection and reporting of all overpayments of debt and comprises, the B3 Senior Recoveries Manager, B1 Recoveries Team Leaders, two Senior Recovery Officers and four Recovery Officers.

The Senior Recovery Officer supports the escalated process for civil overpayment recovery of student funding.


This is a full time post and will be located in Edinburgh, Saughton House however we are currently working in a hybrid way, a mix of office based and remote working (working from home).


Responsibilities:

  • Managing the overpayments of students which include specialist funded schemes, gathering and maintaining an accurate record of repayments
  • Assisting Managers with forecasting and providing Management Information, running reports
  • Investigating and progressing complex cases and providing support to A3 Recoveries officers.
  • Coaching, mentoring and training new members of staff on current processes and proven ability to work effectively in a changing environment and contributing to overcoming challenges
  • Liaising with Solicitors and Sheriff Officers to begin legal actions and progressing court action and making decisions within current guidelines on whether court action is necessary and appropriate.
  • Working closely with Finance colleagues in the reconciliation of overpayments.
  • Investigating payments that cannot be reconciled and refunding debtors in the case of overpayments.

  • Strong communication skills (verbal and written) confidently dealing with a range of internal and external stakeholders at all levels.

  • The ability to analyse complex information to make clear recommendations and proficient in using IT packages for example Excel and Word
  • The ability to work at pace, organise tasks and adapt to changing priorities and ensure deadlines are met
