Interim Senior Planning & Enforcement Officer

  • Investigate all complaints regarding alleged breaches of planning control, including those in relation to trees and listed buildings.
  • Undertake all necessary site inspections, gathering of information, including all relevant checks (e.g. DVLA and HM Land Registry) assessing whether a breach has taken place. Deal with individuals and/or organisations and effectively negotiating amendments where appropriate.
  • Assess whether any breach is harmful and whether it is expedient to take appropriate enforcement action; take appropriate enforcement action as required, including the preparing and serving of Enforcement Notices, Planning Contravention Notices, Breach of Condition Notices etc.
  • Deal with any subsequent Appeals and give/present evidence at Appeal Hearings, Inquiries or Court.
  • Take the lead on more complex investigations and advise more junior members of staff on appropriate course of action, assist the team Leader with workload management.
  • Prepare reports recommending whether or not it is expedient to take enforcement action and outline what action, if required, should be taken.
  • Provide guidance and advice to other Council services/officers on all aspects of planning enforcement matters.
  • Assist with the Monitoring of S106 agreements, reporting on income received and resolving any breaches.
  • Assist the Team Leader in ensuring that the team meets its statutory obligations and develop and implement procedures and policy to ensure that ensure compliance with statutory and other obligations.

Qualifications:

  • Educated to Degree level or a closely related relevant qualification.
  • Evidence of continuous professional development related to one or more aspects of development management and/or planning enforcement.
  • Additional qualification or membership of organisations that complement the Planning enforcement function desirable.

Experience & Knowledge:

  • Experience of dealing with a wide variety of planning enforcement cases including the carrying out of investigations and achieving resolution through negotiation.
  • Understanding of S106 agreements.
  • Experience of working with a range of stakeholders and negotiating solutions to complex cases and issues.
  • Experience of writing complex reports with clear wellreasoned recommendations.
  • Experience of reviewing enforcement procedures.
  • Experience in dealing complex enforcement cases desirable.
  • Experience of public inquiries and hearings and court work desirable.
  • Knowledge of the relevant law, Government guidance, policies and practice relating to planning.
  • Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.

  • Excellent communication skills, including the ability to articulate information and to present clear, accurate and concise reports to a wide range of audiences.
  • Ability to work effectively with individuals, teams, customers, partners and staff, understanding the functions and needs of the service and the organisation as a whole.
  • Focus on customer satisfaction and able to deliver a quality service.
  • Ability to influence and negotiate at all levels within the organisation and with external agencies or bodies desirable.
  • Strong IT skills using Microsoft packages or equivalent (e.g. G Suite).
  • Ability to attend evening meetings/Committees and/or sometimes work at weekends.
