Job summary:


The role will work closely with the site leadership team to help to drive a positive Health and Safety culture for the organisation.

The Blandford Garrison SHEF Advisor is responsible to the Garrion Commander for the implementation and maintenance of SHEF legislation across the Garrison.

The key tasks for the Garrison SHEF Advisor are:


Manage SHEF throughout the Garrison, including aspects of proposed new projects working within practices and the introduction of new equipment.

Advise Garrison Units on SHEF management.

Plan and execute a rolling SHEF audit programme for all units.

Plan and execute a rolling SHEF training programme for all units.

This position is advertised at 37 hours per week.

Job description:


Manage SHEF throughout the Garrison, advise Senior Management, Line Managers, Unit Safety Advisors, Fire Safety Officers and Safety Representatives on all matters in respect of SHEF as appropriate, including aspects of proposed new projects working within practices and the introduction of new equipment.

Advise Garrison Units on SHEF management.

Where required:
Conduct advanced risk assessments and attend higher formation and local SHEF meetings.


Investigate all major incidents and dangerous occurrences on site using the DURALS process, involving Blandford Garrison personnel, contractors and visitors.


Maintain currency with all SHEF legislation and update and advise the Garrison Commander and Garrison Units on change where necessary.

Responsible for a rolling SHEF audit programme for all units located within the confines of Blandford Garrison. Analyse audit results and produce and maintain a retrospective action plan to address all issues identified. This plan is to identify responsible personnel and include specific target completion dates. This includes providing an escort for visiting HSE Auditors and other safety organisations.

Instruct SHEF training and WIP to Garrison personnel as required. Plan and instruct a SHEF training programme for both military & civilian personnel in Blandford Garrison. This is to include BC(Fire) & SRM training as well as any other training higher command deem suitable.


Perform line manager duties to the D grade positions within the QMs Dept and the other civil service personnel in the QM Gen dept, including the E1 SHEF Clerk.


Person specification:

Essential.
The essential specific professional skills, knowledge or qualifications for the post are as follows:

A good technical knowledge of relevant health, safety and environmental legislation

NEBOSH National Certificate in Construction Health & Safety or equivalent

Membership of a relevant professional body (IOSH; IRSM)

Driving licence - essential for jobs involving travel between sites

Experience in working for a collective goal as a team and equally reliable to work alone

Line manager experience

Desirable.
The desirable specific professional skills, knowledge or qualifications for the post are:

Proven experience in a similar Health and Safety role, ideally from within a MOD environment.

Unit Fire Safety Manager training

IEMA Environmental Management certificate (desirable)

DSEAR training

Key Attributes:

Knowledge of behavioural change techniques

Good interpersonal, communication and organisational skills


Excellent written and spoken communication skills in order to explain health and safety processes to a range of people and to give presentations to individuals and groups.


Qualifications:

  • Level 3 in Occupational Health and Safety (NEBOSH or equivalent)
  • Level 3 in Education (Defence Train the Trainer or civilian equivalent)
