Aboutthe Team

The Energy and TransportTax (ETT) team is an encouraging and friendly team whose work is atthe heart of balancing HMT's fiscal, economic and environmentalobjectives. The team is responsible for taxes collectively raisingaround £50bn through transport, oil & gas, energy & carbonand environmental taxes, including developing novel and complexpolicies such as the new Carbon Border Adjustment Mechanism (CBAM).As a result, the team's work covers a broad range of high-profilepolicy areas that get significant amounts of ministerial and publicattention, particularly in light of the Government's Net Zeroagenda.

ETT is an outward-facing team whose workinvolves significant and varied partner engagement, both directlywith businesses and with trade associations, businessrepresentative groups and environmental and tax policycollaborators. The team also works very closely with otherGovernment departments, especially DESNZ, DfT, HMRC, Defra, andDBT, as well as with colleagues across HM Treasury, particularlythose working on energy & transport spending, infrastructurepolicy and international policy.

Aboutthe Job

In this role, keyresponsibilities will include:

  • Contributeto the design of UK CBAM policy and develop detailed policyproposals for the operation of the UK CBAM which was recentlysubject to consultation. This will require working together withcolleagues across HMT Treasury and HMRC to understand a wide rangeof viewpoints. For example, this could include working on thedevelopment of the UK's approach to emissions measurement withinthe UK CBAM.
  • Lead on the assessment of complextechnical policy areas working at speed to clearly set out thepotential impacts of different options and how they fit with othergovernment schemes. This could include assessing the interactionwith the UK Emissions Trading Scheme (ETS). This will involveworking alongside economic analysts in the Trade Policyteam.
  • Collaborate closely with colleagueswithin other government departments. The post-holder will beencouraged to engage with key partners and build upon existingrelationships with a range of partners across government. Forexample, this could include working closely with HMRC, theDepartment for Energy Security and Net Zero and the EnvironmentAgency.
  • Lead on project management to ensuretimely delivery of the UK CBAM, working across HMT andHMRC
  • Contribute to making the team and thewider BIT group a great place towork.

AboutYou

This is an exciting role for amotivated and detail focused candidate to work directly on craftingkey elements of the UK Carbon Border Adjustment Mechanism (CBAM), anew and innovative tax on emissions embodied in imported goods. Thesuccessful candidate will need to quickly grasp complex issues in afast-paced policy area and be comfortable working with others todrive forward complex technical aspects of a tax that is yet to befully implemented anywhere in the world.

Whilstformal economics or statistics qualifications are not essential,some experience and/or understanding of these areas would bevaluable and the post-holder will need to be comfortable engagingwith data and working with economic analysts.

You don't need tobe a policy professional or have any specific qualifications toapply to work as a Policy Adviser at HM Treasury.
