Aboutthe Team

This role sits within theregulatory unit of the insurance team. The UK has one of the mostvibrant and innovative insurance sectors in the world and is aleader in complex and bespoke provisions of insurance. The sectoris a crucial part of our economy, managing £1.8 trillion ininvestment, amounting to the equivalent of 25% of the UK's totalnet worth.

As theinsurance team, we are responsible for enabling the growth andcompetitiveness of the UK's insurance sector, stimulatinginnovation, and maximising the benefit of insurance companies'investments in the UK while preserving market stability and safetyforpolicyholders.

Asthe regulatory unit, we are responsible for the sound regulation ofthis sector. This involves working to establish the balance inregulation between enabling and promoting growth while ensuringthat the market remains stable and protects policyholders frommarket-wide shocks. A key aspect of this is prudential regulation;ensuring that firms' hold enough capital to protect theirpolicyholders and survive a 1-in-200-year economic shock, whilealso enabling sound investments to drive productive growth in theUK.

Aboutthe Job

You will join theregulatory branch. We are currently reforming how insurers areregulated to incentivise productive investment in the UK economyand spur an internationally competitive insurance sector, whileretaining high standards of policyholder of protection. This is onethe landmark economic reforms of the Government, which industryhave estimated could result in £100 billion in investment over thenext ten years in the UK.

KeyAccountabilities for this roleinclude:

  1. Reformof the regulation of the insurance sector. Youwill work to help reform to the regulation of the insurance sectorthrough becoming HMT's subject-matter expert on key aspects of theinsurance regime and work across Government to examine proposalsfor reform and develop your own. This is one of the highest profilereforms among the suite of ambitious reforms to the regulation offinancialservices.
  2. Implement cruciallegislative reform. You will work with TreasuryLegal Advisors to ensure that reforms to the regulation of theinsurance sector are accurately translated into legal form, leadingthe delivery of reforms into the statute book and developing theassociated products to ensure its smooth delivery. This willrequire, and help you enhance, crucial project managementskills.
  3. Influence a wide varietyof high profile stakeholders and manage thepolarised positions that can sometimes develop between industry andthe regulators to secure a mutually acceptable and deliverablecommon ground. You will maintain relationships with the insurancesector, financial regulators, and across Government, to developinsurance policy.
  4. Engage withministers and senior officials on a subject which is highprofile, on which they have strong opinions and inwhich there is media interest. You will prepare briefings forministers and senior officials to assist them in achievinginsurance policy objectives, especially in relation to the passageof the statutory instruments that effect reform of the regulationof the insurance sector.
  5. Crediblyrepresent HMT in meetings with regulators and the insurancesector. Policy relating to the regulation ofthe insurance sector is developed and enhanced in meetings with keystakeholders. You will have the opportunity to develop coreskills in this area by representing HMT in high profile meetingswith important stakeholders to help influence stakeholders, findcommon ground between industry and the regulator, and understandand share key insights to progress the aims ofGovernment.

You will also collaborate withthose same, to ensure that the benefits of the reforms are realisedand react to developments in the insurance market, bothopportunities and risks. You will reach across HMG, leading theconversation within Government, alongside engaging and developingpolicy with experts in the regulator and in industry. From this youwill be able to develop recommendations for reform, compromise ornovel solutions, utilising this to influence the decisionsgoverning one of the most crucial sections of the UK'seconomy.
