Job summary

The Integrated Commissioning Division is looking to recruit a Senior Commissioning Manager to join the Live Well Health and Care Commissioning Team. This is an exciting opportunity to take on a dynamic role in a new team, dedicated to tackling inequalities and improving outcomes for working-age adults. No two days will be the same, and you will have a significant opportunity to make a positive difference for Southwark residents.

Main duties of the job

In this pivotal role, you will provide strong leadership and strategic management in commissioning health and care services by building working relationships and collaboration across the council, ICB, and the wider health and care system. You will be responsible for planning and commissioning an agreed portfolio, with a specific focus on the community offer for adults with learning disabilities and autism. Leading integration across statutory, voluntary, and community sector providers, you will promote social inclusion, independence, and increased choice and control for residents through effective commissioning of services.

This is a key role in delivering a commissioning program aligned with the shared objectives of Southwark Council and South East London ICB. You will be joining an integrated team of commissioners, providing visible leadership, evidence-based and relational commissioning, and promoting quality services.

Job responsibilities

Thisrole provides strong leadership and strategic management for commissioning forhealth and care services by building workingrelationships and collaboration across the council, the wider health system andthrough Partnership Southwark.

The post holder will alsosignificantly contribute to planning for continuous reduction in health andwellbeing inequalities across the borough in collaboration across the council,the wider health system and through Partnership Southwark. The post holder willpromote social inclusion, independence, and increased choice and control forresidents through effective commissioning of services.

Thisis a key role in delivering a commissioningprogramme aligned to the shared objectives of two organisations: Southwark Council and South East London ICB.

PRINCIPAL ACCOUNTABILITIES

1. Willuse a deep understanding of the health and care needs for people with learningdisabilities and their families/carers in Southwark, the challenges in meetingthose needs as well as the opportunities for meeting needs.

2. In accordance withthe vision, values and aims of the Council and SELICB, the post holder hasresponsibility for planning and commissioning an agreed portfolio ofcommissioning arrangements with a specific focus on the needs of people with alearning disability or those with autism working with counterparts inneighbouring boroughs and in the SEL Planning Team and wider LDA programme.

3. As part of this team the post holder will lead and thereforesignificantly contribute to developing and delivering a specified programme ofwork which will focus on a defined population within Southwark

4. To lead and manage ahigh performing team & multi-agency/department project working groupsensuring delivery of the strategic objectives

5. To actively seekinnovation when developing commissioning strategies, outcomes basedspecifications with a view to reducing inequality and improving outcomes forSouthwark adults and their carers, whilst ensuring consistency of approachacross the department and compliance with the respective organisationsfinance, procurement and contract governance arrangements.

6. Responsible forstrategic management and engagement of a range of partnership arrangements withpublic, private and voluntary sector/not for profit agencies and people who useservices.

7. To work jointly andcorporately with managers within operational services, the local NHS, andproviders as appropriate to develop services that may be directly commissionedor individually purchased by customers, thereby promoting independence andchoice.

8. To lead on thefurther development of commissioning and procurement opportunities across theCouncil, the NHS and with neighbouring local authorities, identifying anddelivering opportunities to maximise the use of resources and measurablyimprove outcomes for Southwark residents.

9. You will needpolitical awareness, vision, drive, and enthusiasm to lead and deliver ourchallenging agenda. This role requires an understanding of and commitment toimproving outcomes for vulnerable people in Southwark.

10. To further developand promote the personalisation agenda and the effective use of both personaland technological preventative services to manage demand for social careservices.

11. To provide leadershipdirection to the effective management of a staff team, deploying expertiseeffectively, ensuring that performance targets and quality outcomes are met,whilst ensuring your strategies and approach meet the requirements of Corporateand Divisional savings targets and that the budget related to the portfolio ofcontracts is managed in line with our financial standards.

12. To hold managementresponsibility/oversight for commissioning budgets where applicable, ensuringeffective financial monitoring and sound business and service planning deliverswithin available resources.

13. To have overall responsibility fornegotiating and securing appropriate arrangements from independent providers todeliver services purchased through a range of budgets including aligned andpooled social care and health budgets as required.

14. Pursue thehighest standards of care, ensuring full compliance with all relevant CareQuality Commission and Ofsted standards, etc. and to contribute to the development of systems that provide on-going assurance ofthe quality of commissioned services.

15. To regularly (andsometimes to tight deadlines) write and provide complex reports and presentthese in a range of formal settings to senior officers and members, including writing high quality, compelling business cases,options appraisals, equality impact assessments, briefings and reports, usinglocal and national benchmarking data, and research into best practice.

16. Demonstrate effective inter-personnel, relationship buildingand political awareness skills contributing to building a positive and enablingwork environment with colleagues within the team and across the Council.

17. Actively drive the teams high performance culture as wellas achieving team targets and monitored key performance indicators.

18. Working across commissioning portfolios to support theannual uplift process, provider forums and market development initiatives.

To represent the Council at a rangeof internal and external meetings and forums with senior stakeholders.

Person Specification

Experience

Essential

1.Substantial and successful experience of managing change within a large organisation and with external stakeholders, with knowledge of tools and techniques for change management and service redesign. 2.Substantial experience of effective financial management and delivering savings or efficiencies, including the application of best value principles to service review and commissioning. 3.Substantial experience in building and sustaining relationships with a network of key senior contacts internally and externally to deliver shared objectives. 4.Experience of developing outcomes based specifications and performance frameworks.

Qualifications

Essential

Knowledge, including educational qualifications: and/ or relevant professional qualification equivalent, recent and relevant experience, plus a recognised management qualification or evidence of continued management development at a senior level. and contemporary knowledge and understanding of relevant legislation, statutory duties, regulation and responsibilities for adult social care, health and inclusion. 3.Substantial knowledge and understanding of the theory and practice of programme and project management in complex organisations from inception to implementation within budget and set timescales.
