Mon-Fri, 9am-5pm Salary:
£22.37 per hour. On behalf of our client, we are seeking a Band 7 Estate Operations Officer (Building) who will be technically responsible for a number of supervisors and craftsmen within their designated area of Estates Operations and will manage and co-ordinate all estate operational and maintenance services throughout the Trust's Estate. This will include engineering services, building elements and components, grounds, maintenance contracts and building/engineering projects and the efficient use of energy. He/she will also manage and co-ordinate other Estate issues under Service Level Agreements and will provide professional and technical advice and support relating to building contents in building maintenance and building projects as required.

Duties include:

  • Prepare and control maintenance contractors and designated subordinate staff to carry out routine maintenance and minor works, operating within cost limits and monitoring all invoices to ensure cost efficiency. * Allocate work to and supervise staff within designated areas, ensuring efficient management of workload. * Establish, maintain, develop and control the procedures for all operations and maintenance work. * Ensure that in-hour and outside contract groups operate within defined procedures. * Monitor the performance of in-house (DEL) and outside contractors to ensure a fast, cost effective, high quality service is achieved. * Provide technical support to energy groups and heads of departments for the promotion of energy conservation and its management, ensuring the efficient use of energy. * Carry out energy audits on health care buildings and provide reports on the finding and recommendations for energy saving schemes. * Continually review and update the service levels required by and provided to the users of the estate. * The forward planning, development, implementation and review of maintenance policies and schedules to ensure the safe and efficient operation of all plant and equipment. * Implementation and efficient management of the engineering/ a building plant/systems asset register. This includes plant surveys, audits, condition reports, long and short term plant and maintenance replacement programmes. * Be prepared for interruptions to daily duties to provide emergency response to life-critical services where patient and staff safety are at risk. * Initial management of complaints from services users and the resolution of Direct Employed Labour issues were the Postholder has specialist knowledge/experience. * Technical responsibility on a day-to-day basis for DEL staff and specialist contractors to ensure that patient needs are not comprised during planned and non-planned duties this includes the issue of Permits-to-Work in accordance with HTM's and ACOP. * Management and ownership of delegated budgets in relation to maintenance contracts/repairs/material for DEL staff and minor works schemes. Ensure accuracy and veracity of contractor invoices for approval and certify for payment. * Use the building management system to provide effective energy control/monitoring of the estate. * Co-ordinate and control any disruption arising from outside contractors' service, while carrying out major or minor capital development works and liaise with administration, nursing, medical and other support services to ensure they are kept informed and up-to-date with progress. * Participating with the provision of an out-of-hours emergency services as required; * Fulfilling the role and responsibilities of an Authorised Person for all relevant engineering and building services. * Liaise with estates staff and/or Consulting Engineers on major projects and provide any specialist technical knowledge which may be available within the operations department. * Develop and implement emergency procedures to meet the needs of the service. * Accountable for the provision of maintenance services within budgetary budget. * Co-operate and assist with the provision of out-of-hours emergency services as required.

You will need:
Degree in a relevant building discipline Plus 2 years' relevant experience in the past 5 years working in a technical role
  • OR HND/HNC (or equivalent) in a relevant building discipline AND 3 years relevant experience in the last 6 years working in a technical role
  • AND Experience of and the ability to develop minor projects from inception to completion. Experience in the use of Microsoft office products including at least one of the core packages i.e. Outlook (Email) Word, Excel, PowerPoint or MS Access.

    Experience as a building maintenance officer with responsibility for the management of an in house maintenance team and or the management of maintenance contractors.

    Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment.


Other essential criteria:

Effective communication skills to meet the needs of the post in full and have the ability to interpret and communicate complex issues effectively.

Ability to coach, motivate and lead staff and develop good team working. Effective Planning & Organisational skills with an ability to prioritise own workload. Ability to use own initiative.

Ability to work accurately and produce work of a high standard and to work to tight timescales whilst meeting targets.

Ability to manage staff effectively in a senior management role. Have an excellent understanding of Statutory Legislation and other Codes of Practices related to Engineering services. Ability to demonstrate a practical awareness of maintenance and management of building.

Willingness to work at other sites within the Trust, when required To provide out of hours on call cover within the Trust when required Desirable criteria:

Supervisory experience:
experience of supervising either DEL staff and or building officers /staff in a health care environment.
