Commissioning Manager - Housing and Equipment Team

Location: Aylesbury

This is an opportunity for an experienced commissioner with excellent knowledge of the health and social care system to ensure we deliver the right outcomes for services users and effectively manage resources for the Council and ICB.

The post holder will lead on the following:

  • Contract and relationship management with the commissioned provider
  • Further developing and embedding performance reporting to internal and external stakeholders, including service performance, performance against budget and risk
  • Developing and implementing improvement plans which will need strong partnership working with the provider as well as with Council and ICB colleagues
  • Identifying and implementing areas for innovation and improvement to support continued efficiency and effectiveness in this contract

Contract type: 12 months fixed term contract/secondment

This post sit within the Council's Integrated Commissioning Service and report directly the Specialist Commissioning Manager for Housing, Equipment and Technology.

As a Commissioning Manager, you will be at the forefront of delivering complex pieces of work. Your focus will be on working with provider organisations to support quality, innovation, improvement and efficiency. You will need to liaise with senior members of staff in provider organisations up to CEO level and be confident in discussing performance with them. You will need to articulate your findings through clear, concise, and timely reporting that will be shared with senior managers. You will also manage other contractual arrangements and contribute to complex planning around future arrangements for commissioned services.

Whilst this role does not have any direct line management responsibilities, you may need to oversee staff using a matrix management approach.

Any-Desk:

As an 'any-desk' worker, you'll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

About you

We are looking for someone who is committed to making a difference and will enjoy working in a fast-paced, but friendly environment. We need someone who can hit the ground running. You must:

  • Have a strong track record in contract management within the health and social care sector and / or experience of working in a community equipment or similar service
  • Have a strong background of service or performance improvement
  • Be self-motivated and able to work independently but also able to work collaboratively across health and social care stakeholders
  • Be able to present information clearly – both verbally and in writing, and be confident presenting to senior colleagues
  • Show professional curiosity, ask questions and appropriately challenge rather than accepting the status quo
  • Be able to think creatively about new solutions and approaches but also be able to make clear and SMART plans to implement these solutions
  • Be someone who 'gets things done' and who is also able to influence others to implement required changes and actions
  • Be confident working with large volumes of complex data. This will include interpreting data for performance reporting, using data to support the development and implementation new ideas and approaches, and reviewing data with the provider as part of contract monitoring activity
  • Be financially literate and able to put the right checks and balances in place to support robust financial processes.

About the Service Area

Buckinghamshire Council's Integrated Commissioning Service plays a vital role in our Adults and Health directorate. Working collaboratively with partners across a wide range of public, private and voluntary sectors, our aim is to align strategic commissioning activities to support service improvement, value for money and improved resident and service user outcomes.

We commission a diverse range of services. These include domiciliary care, residential and nursing care, day opportunities and support living, direct payments, and carers support for unpaid carers. We also commission several NHS services, including all strands of mental health provision.
