Deputy Authorising Engineer- PFI/HTM (HV & LV Electrical)

Core Hours: Monday - Friday 8:00am - 17:00pm

Location: Nationwide Hybrid- WFH with Travel Across the UK where required.

Direct Report: Authorising Engineer, Accountable to PFI Divisional Director

Purpose of Role:

To act as an independent professional advisor for high-risk engineering systems, by offering advice for the management of Safe Systems of Work, technical compliance and individual team skills and abilities within the PFI division of the business. The accounts on PFI comprise of Healthcare, Educational and Defence Institutions.

Key Responsibilities/Requirements :
  • Knowledge of Regulations - particularly HTM's and JSP 375 as well as Electricity at Work etc...
  • You will act as the Authorising Engineer affecting the PFI/PPP Teams
  • This is a fantastic role for an established AP/SAP or Technical Manager to develop to AE, working at a more strategic multi account level.
  • Be accountable to the PFI Divisional Director for the compliance with, and the practical application of the Safety Rules across the account portfolio.
  • Drive best practice and consistent standards across the portfolio by coaching, auditing and providing technical guidance to the regional operations and contracts managers.
  • Review all PFI Contracts defining the required AE services and support, working with the divisional director to ensure external resources are available and in place for disciplines outside of the electrical HV/LV Boundary.
Duties & Responsibilities
  • Review current/previous appointments of AP's and schedule/re-assessments accordingly & working with the regional ops managers to ensure that they have budgeted for all external technical refresher and first aid courses as required.
  • Identify AP short fall and training requirements in PFI working with Regional Ops Managers and CDMs
  • Advise the Controlling/Contract Manager whether the Tagout system may be safely applied for low risk work, or whether the Permit to Work system shall be applied and ensure that all Competent/Skilled Persons are aware of and are working to the adopted procedure.
  • Review current/previous appointments and carry out an assessment of all Integral directly employed Authorised Persons and Competent/Skilled Persons, to ensure detailed knowledge of electrical systems, technical competence, and understanding of the requirements for practical implementation of these Safety Rules.
  • In conjunction with the Safety Co-ordinator responsible for the Contract or Site, undertake regular audits to ensure that the Authorised Persons and Competent/Skilled Persons are complying with safety procedures and these Safety Rules. Report any deficiencies to the Controlling/Contract Manager.
  • Ensure that regular inspections and annual audits are carried out and maintain the Electrical Distribution Operating Records (EDOR). Inform the Controlling/Contract Manager of any requirement for equipment examinations and of any remedial work requiring urgent attention and working with the account teams to support them closing all actions out appropriately.
  • Identify any difficulties in applying these Safety Rules, and discuss with the Integral Authorising Engineer any local procedures or other actions necessary to ensure a safe system of work.
  • A suitably qualified, trained employee with at least 7 years electrical experience, who has been assessed by an Authorising Engineer and appointed in writing by the appropriate Controlling/Contract Manager as an AP/SAP.
  • Completed an approved AP Course - Designed for Authorised Persons (HTM Essential but can be discussed), Every three years thereafter, an approved refresher course for Authorised Persons.
  • Completed an approved AE Course - Designed for Authorising Engineer responsibilities, to be taken every three years.
  • A relevant H&S Qualification such as NEBOSH or IOSH Managing Safely.
  • Conversant with all standard IT systems/packages such as Microsoft office, SharePoint, Teams and Third Party systems such as CMMS systems, Expenses and HR Employee Self Service portals.
Person Specifications
  • Ability to work independently and manage own time effectively as well as working with a team & at multiple levels from Technician to Director level.
  • Prepared to travel nationally when required with some overnight stays being necessary
  • Prepared to accept an additional appointment in Medical Gas Pipeline Systems (Training will be provided)
  • Full Clean Driving Licence with access to their own Vehicle for business purposes to travel to and between locations
  • Hold a current or can successfully clear an Enhanced DBS Disclosure.
