We are in search of a remarkable solutions analyst to become part of our well-established and growing Planning Service team. Are you a highly driven and skilled analyst? Do you possess expertise in the planning sector, data management, and analysis, with a proven history of implementing system improvements?

ECC is currently using an outdated planning obligations management system, and we require your assistance to acquire and introduce a modern system. Your role will involve supporting various teams within the Council, especially in Planning, Infrastructure, and Highways, to implement a contemporary, publicly accessible system. Given the rapid pace of new housing developments in the County, it is crucial for our communities to be informed that we are efficiently delivering top-notch infrastructure. Our investment in a new data management system is essential to achieve this goal.

You must be adept at establishing strong professional relationships, aiding in procurement processes, and proactively collaborating with stakeholders across finance, IT, and ECC Services to oversee changes effectively.

This role presents a distinctive chance to be at the forefront of Essex's growth strategy. Although initially a 3-year fixed-term position, there is potential for extension based on system requirements. We are looking for a highly motivated, enthusiastic, and experienced individual to join our team, which is continuously growing and embracing forward-thinking.

Responsibilities
  • Manage a specialized planning system and other related systems used by the service daily, providing user support to ensure timely decision-making.
  • Lead the procurement of any new system(s) for the service, offering guidance corporately and collaborating closely with ICT and system suppliers to ensure contractual compliance.
  • Take principal responsibility for aligning system implementation and ongoing maintenance with business requirements on behalf of the County Council.
  • Set data quality targets, develop quality assurance processes, and ensure they are met, addressing any shortcomings with appropriate management representatives.
  • Act as the liaison among multiple users of planning back-office systems within the County Council and Service Providers to manage and maintain systems effectively.
  • Handle escalations arising from system use, document and prioritize change requests, and represent the authority at external product user groups.
  • Collaborate with the corporate Finance team to ensure alignment between the finance system and planning systems.
  • Work with the Data and Analytics team to utilize performance data effectively, supporting departmental strategic targets.
  • Set and achieve individual and shared targets and objectives annually.
Requirements

Essential qualifications/skills and experience:

  • Extensive experience managing complex deliverables in a planning/growth or ICT environment.
  • Proficiency in business process design, testing, and documentation.
  • Success in collaborative environments, partnerships, or large organizations.
  • Thorough knowledge of systems supporting local authority planning/growth services.
  • Understanding of planning and growth issues in Local Authorities.
  • Commitment to ongoing professional development and knowledge enhancement.
