Job summary


The Subagent is responsible for the effective planning, management and coordination of the construction works performed by the substructure and platforms team and associated subcontractors maintaining an uncompromising commitment to safety and a collaborative approach to meet the construction programme; the incentive target; achieve exemplary quality and sustainability standards; ensuring the correct resourcing and incentivisation.


To support the Substructure SPM to coordinate and manage all members of the substructure and platforms team including supply chain in accordance with the Construction Management Plan.

To provide leadership to the Substructure team and support the Substructure SPM to create and develop the culture and behaviours to meet the HS2 Construction Partner Objectives in collaboration with all parties as described in WI 830 (Collaboration).


Key responsibilities

  • Be responsible for providing the delivery team information for both short form and long form report outlining the progress of the Piling, Substructure and platforms, actual cost, forecast and highlighting any problems and issues for resolution. Attend delivery meetings with the substructure SPM and deputise for the Senior Project Manager as required
  • Responsible for the coordination between the construction, design, procurement and commercial departments to ensure the substructure subcontracts are awarded and work started in accordance with the schedule of works.
  • To create a high performing substructure team through the setting of clear SMART targets via the team plan and complying with the performance management process for all team members.
  • Promote and deliver a collaborative environment throughout all members of the team including stakeholders and the supply chain. Establish and maintain site organisation and facilitate effective communications between the Employer's representatives

Technical competencies

  • Have excellent communication skills (including presentation skills) in English, both written and verbal and the ability to report at Project level.
  • A good working knowledge of the:
  • Health & Safety at Work Act 1974,
  • Construction Health, Safety and Welfare Regulations 199
  • Construction Design and Management Regulations 201
  • Management of Health & Safety at Work Regulations 1999 and
- other relevant legislation

  • Be commercially astute with experience of project controls and delivery to budget.
  • NEC contract experience.
  • Excellent organisation and people management/ team building skills.

Qualifications, Certifications & Experience

  • Be educated to degree or higher level or equivalent in a numerate discipline, typically an Engineering discipline. A lower educational level, typically HNC or HND may be acceptable where a very significant level of experience can be demonstrated.
  • Membership of an appropriate Professional body, typically Chartered member or Fellow of Institute of Civil Engineering or hold an equivalent professional status.
  • Computer skills well developed IT skills including a working knowledge of BIM, AutoCad, and the use of collaborative platforms.
  • Hold a CSCS Card and have undertaken the appropriate Safety for Senior Managers training.
  • Demonstrate relevant experience of complex station/transport interchange infrastructure build and employment in midmanagement roles on projects of similar scope and scale, within the construction industry. Sufficient experience managing piling and reinforced concrete structures construction.
  • Proven track record of delivering projects to time and budget, together with an exemplary safety, quality and sustainability record.
  • Previous experience of operating for major infrastructure clients typically, TfL and other UK or International organisations.
  • Experience of managing consents, utility suppliers and stakeholders.
