The Purpose of the Role


The IRC UK launched its first Resettlement Asylum and Integration (RAI) programme in the UK called RISE in 2020, working in partnership with local councils, to provide integration support to resettled refugees in Southeast England.

The IRC now supports refugees and asylum seekers throughout England.

In September 2023 we will launch a new Refugee Employability Project (REP) in the South West of England, a large part of which is focused on supporting refugees English language acquisition.


The Senior Education Officer ESOL is responsible for the coordination, management, and development of IRC's ESOL programming in the South West of England.

This forms a crucial part of the IRC's Refugee Employability Project in the South West of England.

Key Working Relationships

  • The position reports to the Education Manager.
  • The position supervises an Education ESOL officer. The ESOL coordinator also works closely with and receives technical guidance from
    RAI Education technical units and the REP project lead, as well as the Grant Management team.***
    PERSON SPECIFICATION

Programme design and delivery

  • Lead ESOL and digital literacy programming for the IRC in SW England.
  • Effectively map and establish relationships with ESOL providers and key stakeholders in SW England.
  • Lead ESOL programme design processes that ensuresprogrammes are aligned to IRC's Outcomes to Evidence framework, evidencebased, and appropriate to context in order to maximize impact.
  • Ensuring all project targets are met and working with the MEL officer effectively collect, analyse and act on client feedback.
  • Oversee high quality processes to adapt or create resources and programmatic tools including an ESOL curriculum and resources to facilitate conversation classes.
  • Some delivery of ESOL programmes may be required.
  • Align the UK ESOL programme with REP employment programmes.

Coordination and management

  • Coordinate closely with other IRC project staff to contribute to coherent management and growth the SW REP project.
  • Recruit and supervise directreport staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback.
  • Meet regularly with staff, and partners to assess progress toward objectives, discuss issues and assist in finding solutions to identified challenges;
  • Analyze data emerging from the ESOL program and ensure that this analysis informs programming and advocacy;
  • Ensure that all reporting requirements are met, that reports are of a high quality and are submitted on time;

External Relations

  • Develop effective working relationships with key partners specifically ESOL providers but also including NGOs, community organisations, public authorities, and education institutions and education institutions at the national and local levels.
  • Support in the development of new business opportunities to allow the portfolio to grow and develop;
