About the Office of the Secretary of State for Wales (OSSW):

The Office of the Secretary of State for Wales is the face of the UK Government in Wales and the voice of Wales in Westminster.

We support the Secretary of State (SoS) for Wales and the Parliamentary Under Secretary of State for Wales (PUSS) in representing Wales at the heart of Government.

The department plays a central role in shaping key Government priorities.

We work in partnership with other UK Government departments and stakeholders to deliver a stronger Wales within a strong United Kingdom.

Our departmental values are Commitment, Collaboration, and Quality. The Wales Office has two sites, one in Cardiff and one in Whitehall. The expectation is that the postholder will travel extensively around Wales engaging and working with stakeholders.
The role sits within the Policy Team in OSSW, which currently consists of approximately 15 people.

The Policy Team operates across a wide range of reserved and devolved policy areas, working to identify opportunities to benefit Wales within emerging UK Government policy, and acting to identify and resolve issues that affect Wales.

The day-to-day work of the team involves engagement with senior stakeholders inside and outside of Government as well as advising ministers, officials, and regional partners responsible for City and Growth deals, on a broad range of topics.

We are looking for someone who has experience and knowledge of both the Energy and Transport sectors in Wales.

The successful candidate should understand both the opportunities and challenges posed by the Net Zero transition, as well as the opportunities and challenges in delivering better connectivity across Wales.

The postholder will have experience of building and managing senior stakeholder relationships both inside and outside of government.

The exposure to Ministers and senior stakeholders is second to none and the post would suit someone who is a self-starter, a confident communicator, adept at building effective relationships and able to develop strategies to deliver tangible outcomes.

The Head of Energy and Transport will provide expert advice and intelligence to support Ministers and the Department in delivering the objectives of the Secretary of State.

Building trusted relationships with external stakeholders in order to understand challenges and opportunities in Wales.

Gathering evidence and intelligence and using it to inform the development of strategies and plans to deliver OSSW priorities.

Forging partnerships with stakeholders to help shape and deliver priorities and representing stakeholder views convincingly with ministers and Whitehall colleagues.

Widening stakeholder engagement to enhance the team's knowledge of key policy areas and of developments on the ground in Wales.

Providing expert advice to Ministers and regional partners responsible for the City and Growth Deals and local growth funds in Wales to ensure decisions are in line with Government policy and funding is directed to the projects most likely to bring jobs, growth, and prosperity to Wales.

The energy portfolio is a multi-faceted make up ranging from nuclear to marine to solar and others.

Identifying opportunities to influence policy and using political antenna to detect emerging opportunities and challenges to policy making for Wales.

You will be an experienced policy official and effective at briefing others, especially senior officials, and Ministers. You will be capable of learning new policy areas quickly. Experience and knowledge of the Energy and Transport sectors in Wales, including opportunities and challenges.

Experience of giving effective policy advice to Senior Officials or Ministers through both verbal and written briefing and correspondence.

Given the need to cover multiple policy portfolios you will need to show experience of working in an environment where a multi-tasking approach and the need for prioritisation has been required.

The Office of the Secretary of State for Wales is not an employer in its own right.

Applicants for National Security Clearance (CTC) must be resident in the UK for 3 years immediately prior to their application for Security Clearance.

Additional Information Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows.

This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas).

All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone's circumstances.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs.

Annual Leave
Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
