Job description:

The Local Transport Directorate is right at the heart of the Department for Transport's business. Most journeys made in this country are short and local. They are the journeys that we all make, if not every day, many times a month.

Our work makes a huge difference to the daily lives of millions, across England and across the UK, whether they are by bus, tram, walking or cycling.

Our work is front and centre of all of the Department's three priority outcomes.

Local Transport directorate's work improves transport for its users (ensuring accessible public transport or supporting the sector through the Covid-19 pandemic); helps decarbonise transport (through encouraging more public and active transport journeys, or stimulating demand for zero emission buses) and grows and levels up the economy (such as via the Levelling Up Fund).


Our immediate priorities are:

  • Supporting the restart of the economy following the COVID19 pandemic;
  • Delivering the PM's cycling plan "Gear Change";
  • Levelling up the country;
  • Delivering the national bus strategy "Bus Back Better" and driving forward changes in the bus sector; including the need to decarbonise; and
  • Providing a transport system that works for everyone.


The role sits within the Bus Funding Division which has supported the recovery of the bus sector with over £2bn in funding since the onset of the Covid-19 pandemic and more recently, delivered the Bus Fare Cap Grant, allowing the public to purchase a single ticket on 90% of the network for no more than £2.

The division is now focused on wider reform of the bus sector (in line with the national bus strategy), with a focus on stabilising the network to ensure accessible and reliable transport is available to public and Local Transport Authorities have the support required to have active participation in their bus networks.

The division is looking for an experienced commercial and finance professional to join our growing team.

Working in support of the Bus Sector Corporate Finance Advisor and Commercial Manager, the post holder will be able to utilise their commercial skills and expertise to advise on the feasibility and funding a wide range of critical project workstreams, shape ministerial policy and ensure Value for Money for the taxpayer.


This post is an excellent opportunity to work alongside a wide stakeholder base across the public and private sectors to undertake high profile and complicated projects.

On a daily basis, you will provide value adding commercial insight and financial advice to our directorate, Ministers and other project leaders to support the delivery of our programme.


_ Responsibilities include, but are not limited to: _

  • This role will report to the Bus Sector Corporate Finance Advisor and Commercial Manager and focus on supporting the provision of high quality commercial and financial advice on projects and programmes across the directorate.
  • Providing insightful and influential commercial analysis of the bus and light rail markets to inform policy formulation across the directorate, helping to shape the interventions and policies that the division put in place to support both the recovery of the bus sector from Covid19 and the reform of the sector through the National Bus Strategy.
  • Supporting the Local Transport policy team to develop future funding initiatives, including if further support is needed in the bus or light rail sectors. This will necessitate close working with colleagues across the Department including economists and analysts to ensure that the design of any initiatives deliver the desired policy objectives while also protecting value for taxpayers and passengers.
  • Providing a commercial skill set to support the directorate in making effective procurement decisions and in procuring services to deliver Departmental objectives, including external advisors where necessary.
