Job summary

The response to the pandemic was a game-changer for volunteeringwith so many people stepping forward to help. This inspired our localleaders in Gloucestershire's' ICS to create a new system-wide programme totransform our local volunteering offer. Foundational to the programme hasbeen the creation of the ICS Volunteering Network, a multi-sector group ofsenior leaders, responsible for driving forward a new volunteering vision and associatedplans.

To support the Network insuccessfully delivering our wide-ranging ambitions, centred around theestablishment of a truly integrated ICS-wide volunteering offer, we are nowrecruiting to this ICS Strategic Volunteering Lead role. The role will sitwithin the ICB, but very much be working for and across the whole ICS. Thisunique brand-new role is a rare opportunity to make your mark on the future oflocal health and care volunteering, with the potential for you to really make adifference to many thousands of volunteers and the people they are supporting.

Main duties of the job

The post holder willsupport the Network and the constituent ICS organisations in all volunteeringrelated matters; specifically by

Being the key drivingforce behind the ICS volunteering programme, both strategically andoperationally, and in doing so continuously evolve an overall programme planand monitor progress. Where required, lead the operational delivery of specificprojects.

Using their expertiseof health and care volunteering, along with awareness of national policy andbest practice, act as a go to ICS-wide strategic influencer for volunteeringand provide an expert point of contact.

Building positiveworking relationships with a wide range of local and national cross-sectorsenior influencers, including VCSE partners.

Working withcolleagues to raise the profile of volunteering to the point where volunteersare considered equally alongside the paid workforce.

Utilising their changemanagement skills to develop and implement the cultural change programmerequired to achieve the above, ensuring that greater numbers of volunteers arerecruited and crucially - retained.

Confidentlycommunicating, both verbally and in writing, to a wide range of keystakeholders, at various levels of seniority, both on an individual basis andto groups of senior people.

Job description

Job responsibilities

This is a new role, onethat is crucial to demonstrating and embedding a clear commitment from the ICSin Gloucestershire to volunteering, working in a genuinely integrated way withthe Gloucestershire Volunteering Collaborative, and many others, via the ICSVolunteering Network made up of multiple stakeholders across different sectors.

We need someone withthe knowledge, gravitas and high-level influencing skills who can lead thismajor change programme, continuing to adapt and evolve the necessaryrelationships to lead an integrated approach tovolunteering across the county, bringing together all the differentvolunteering leaders into the ICS Volunteering Network. The post holder will plan, support, andfacilitate the volunteering programme across the ICS as a whole, and across theconstituent organisations.

Workingalongside the Network chair (the ICB Chief Executive), the post holder will beresponsible for the ongoing evolution of the ICS volunteering strategy andrelated work programme. The post holderwill support the Network and all the constituent ICS organisations to worktowards providing an integrated volunteering offer, as well as a range of otherprojects, some of which the post holder will be required to operationallylead. They will also be an expert pointof contact and conduit for all things volunteering for both local andnational colleagues.

Person Specification

Qualifications

Essential

Degree educated or equivalent experience Post graduate qualification such as a Masters in a relevant subject area such as management studies; alternatively equivalent experience. Significant knowledge of the NHS and care environment, along with experience of working in a health care environment or with health care partners. Experience and/or very strong understanding of volunteering management and the challenges faced. Communicates complex information about volunteering-related issues, regulation, and guidance, where there may be significant barriers to acceptance. Presents on volunteering-related issues, policies, and procedures to groups of system partners and senior staff. Able to manage and resolve conflicting priorities between individuals and/or organisations, applying a high level of emotional intelligence and maintaining personal resilience. Able to collaborate, build and maintain strong working relationships across multiple stakeholders and organisations. Able to influence a wide range of key stakeholders, at various levels of seniority, both on an individual basis and to groups of often senior people. See attached Job Description for full details.
