About HMRC Legal Group:

HMRC Legal Group provides legal services to the whole of HMRC. This includes:

  • The conduct of independent reviews of decisions made by HMRC which are requested by customers under the legislative provisions.
  • The conduct of tribunal and civil litigation on a full range of services.
  • Work on new legislation.
  • Drafting of statutory instruments and other legal documents.
  • Legal advice to ExCom and staff.

We also provide technical accountancy and forensic services to HMRC, are head of the Compliance Accountants and Insolvency Professions as well as handling Ministerial Correspondence and Freedom of Information requests for HMRC.

The Knowledge Management and Library team is part of HMRC Legal Group's People & Professionalism team which provides advice and support to the HMRC Legal Groups business including Knowledge Management, Library services, Learning, Recruitment, Professions, Staff Engagement and Diversity & Inclusion.

Job description

Join our Knowledge Management and Library teams in an exciting new role. You will collaborate with multiple legal teams across HMRC Legal Group, working at the intersection of technology and legal services to deliver our knowledge management strategy. You will need to understand the services we offer and help deliver change sympathetically. You will be passionate about supporting the delivery of our legal services through continuous improvement and technology adoption, with an emphasis on AI.

In this role, you will partner with various legal teams; HMRC Legal Group IT; HMRC Chief Digital and Information Office; and external suppliers to review current systems, identify gaps, and pilot innovative solutions, unlocking new opportunities for HMRC Legal Group.

You will be instrumental in ensuring we make the best use of new and exciting Microsoft products, while maintaining an awareness of emerging technologies in the wider legal sector. By exploring these opportunities, you will help HMRC Legal Group stay at the forefront of legal technology.

Person specification

The successful candidate will:

  • Work with legal services delivery teams/individuals at all levels to identify processes that can be automated/improved using technology.
  • Scope and model complex as-is and to be business processes to investigate business problems, identify opportunities for improvement, conduct gap analysis and inform requirements.
  • Facilitate workshops, meetings, and other discussions with diverse groups of people to understand their needs and the barriers regarding technology.
  • Understand the technical landscape and review current systems and processes to identify gaps and recommend technical solutions.
  • Collaborate with HMRC Legal Group teams, cross-HMRC teams and external suppliers to support the delivery of new technology.
  • Develop and deliver training on new technology and provide ongoing support and contributing to professional development.
  • Identifying, monitoring, and reporting risks, benefits, efficiencies, performance and continuous improvement.
  • Maintain an awareness of and identify emerging technology trends across the legal sector.
  • Work across the Knowledge Management and Library teams, playing your part in the delivery of the Knowledge Management strategy.
  • Develop and maintain links within HMRC and the wider Knowledge and Information Management (KIM) profession (e.g. Government Legal Department and GKIM profession).
Essential Criteria:
  • Demonstrable relevant experience of working in a legal environment.

Desirable Criteria:
  • A degree or postgraduate qualification in either law or IT would be beneficial.
  • Experience of using common project management methodologies and modelling of complex as is and to be business processes in a legal environment.
