Job Purpose

To carry out an efficient and effective provision of Civil Parking Enforcement (CPE) and Enforcement on environmental crime throughout the county of Flintshire in accordance with relevant and associated legislation

Promoting the Council’s policy of Customer Care through the provision of a fair, efficient service, clearly explained to our customers and demonstrating a positive attitude in all aspects of work

Principal Accountabilities

To have awareness of, and adhere to both the compliance with statutory obligations and the health and wellbeing of the workforce, staff and contractors engaged by the Council, and member of the public coming into contact with these operations.

To have awareness of, and adhere to all relevant policies and procedures.

Identify and monitor vehicles contravening on and off street parking restrictions, identify and monitor dog fouling hotspots, littering incidents, Fly Tipping, Fly posting, Abandoned Vehicles, and take action in accordance with current legislation

Successfully resolve and manage conflict in a professional manner with general public whilst on patrol. Respond to enquiries from and provide assistance to the public. Where necessary advise on County Policy procedures in relation to enforcement activities.

Prepare and maintain accurate records relating to enforcement activities and related incidents and update records to ensure that departmental and administrative procedures are correctly followed.

Check / test an carryout any minor repairs to Pay and Display machines where required, taking them out of operation where appropriate and signing as out of order, cleaning and removal of graffiti from machines where required.

Check that parking signage and notices are accurate and in place prior to issue of any PCN’s, to photograph and complete fault report forms for inaccurate or missing signs and lines.

Survey known fly tipping hotspots for practical areas to place surveillance cameras and to deploy the surveillance cameras in accordance with the Regulation of Investigatory Powers Act 2000

Undertake pro-active and reactive patrols of Schools and Sports Pitches and enforce any issues of dogs on School Grounds in accordance with the Education Act 1996 Section 547

Take statements from witnesses and to carry out doorstep and/or recorded interviews following on from investigations in accordance with the Police and Criminal Evidence 1984, prepare files for prosecution in court and attend court as required as a witness on behalf of the Council for environmental enforcement matters. As well as make written reports and participate in adjudication hearings as required for parking and enforcement activities

Partake in educational campaigns, activities and presentations to the public, and to act in an advisory capacity to organization’s and stakeholder to raise the awareness and change behaviours for the benefit of the neighbourhood amenity in all levels of enforcement activities

Investigate abuse and misuse of blue badges taking appropriate enforcement action where necessary (in line with the changes in legislation (”Disabled Persons Act 2013”)

Respect colleagues and understand and adhere to the corporate value of dignity at work. Support all contacts in achieving the service’s objective, and to carry out any other duties commensurate with the grade, skills and abilities and purpose of the post, as directed by the line-manager.
