Established in April 2016, the Defence Nuclear Organisation (DNO) delivers nuclear capability to deter threats and protect our nation.

The DNO oversees all defence nuclear business (excluding operations) and is responsible for providing nuclear deterrence; sponsoring the Defence Nuclear Enterprise (all the organisations, programmes and people that sustain the UK’s nuclear deterrent); and advising on UK nuclear policy, planning and international co-operation on nuclear matters.

The UK’s independent nuclear deterrent has existed for over 60 years to deter the most extreme threats to our national security and way of life, and that of our NATO Allies. To ensure that we have a credible and capable nuclear deterrent for as long as the security situation requires, we are building four new nuclear armed submarines – known as the Dreadnought Class – and replacing our nuclear warheads. These renewal programmes will utilise world-leading technology and are a showcase in science and engineering, highlighting the prowess of British industry.

Our vision for DNO Finance is: Protecting Value, Driving Value, Adding Value and putting finance at the heart of decision making to support and enable delivery of Defence outputs. The Financial Governance Adviser is a high-profile post within DNO Finance, the role is varied and you will regularly be working closely with senior stakeholders across the wider reaches of DNO.

This position is advertised at 37 hours per week.

Job description

The successful candidate will be a key member of the DNO Finance Specialist Services, working within the Financial Governance Team. Duties may include, but are not limited to:

  • Provide advice and guidance to the Finance Workforce and Business areas on subject matters covered within Joint Service Publication (JSP) 462 and 492 ensuring coherence to Managing Public Money (MPM). 
  • Escalating complex or any areas of uncertainty within your line management chain.
  • Support the Audit and Risk Committee by gathering information for review and subsequent input into the Annual Assurance Report.
  • Clearly explain processes and supporting documentation required. 
  • Ensuring understanding by all stakeholders to support compliance and meet the required standards.
  • Assist with the implementation and maintenance of the Internal Control and Assurance Framework for DNO, working with colleagues across the Defence Nuclear Enterprise to assess, develop and maintain a strong financial controls environment.
  • Support with maintenance and review of the DNO fraud risk register, working with Senior Responsible Owners to assess, monitor and review fraud risks. Reviewing fraud risk registers across the Defence Nuclear Enterprise.
  • Support Financial Governance Lead in ensuring reporting deadlines are met and information provided is clear and supported by a robust audit trail.
  • Support Financial Governance Lead with issues highlighted during internal/external audit and engaging relevant stakeholders to enable corrective action.
  • Engage with other Financial Governance teams to problem solve common issues and seek definitive advice from Strategic Finance when internal team knowledge cannot provide a conclusion.
  • Ensure DNO alignment with Centres of Excellence

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity. Requirements to attend other locations for official business, or work in another MOD office will also count towards this level of attendance. Person specification

As DNO Financial Governance Adviser you will be assist with helping shape the Financial Governance function within DNO, as well as promoting Governance and Risk work across the wider department.

It is therefore essential that the successful candidate meets the following criteria:

  • Excellent stakeholder management skills and is willing to share knowledge and best practice, at all levels of the organisation.

Desirable Qualifications:

  • Working towards a Level 4 Qualification – AAT or Certificate level CCAB/CIMA and some financial experience
