Appointment status: This is a fixed term opportunity for a maximum of four years from the date of appointment.

Hours: We are looking for someone who will be available for approximately 3 - 5 hours per month.

Salary: This is a voluntary and unpaid appointment. Expenses will be paid. 

 

Role Summary:

Being an Independent Person is a hugely rewarding role. It will give you an opportunity to support the Council’s Governance and Ethics Committee to discharge its duty to promote and maintain high standards of conduct amongst Elected Members (including co-opted Members). 

You will be required to sit on the Council’s relevant disciplinary panel in the event that disciplinary action is required in respect of specific Council chief officers (in accordance with the Local Authorities (Standing Orders) (England) (Amendment) Regulations 2015. 

One of the primary functions of the role is to provide views on a complaint against an Elected or Co-opted Member before the Council takes a decision on allegations that have been investigated.  The Independent Person may also be consulted by an Elected Member who is subject to an allegation and by the Council’s Monitoring Officer with regards to other ethical governance related matters. 

It will give you the chance to make a real difference, give something back to your local community and use and develop your skills in a corporate and pubic sector environment. 

This role may be particularly of interest if you have experience of digesting and evaluating complex information and issues, exercising sound, evidence-based judgement, have good analytical skills, and an understanding of good governance. 

Full training will be provided. 

As an Independent Person, you will be able to:

Use your own experience and life skills to inform discussions on issues and matters falling within the remit of the role.Develop and utilise your skills in a senior/board-level environment.Make a valuable contribution to your community.Support and provide healthy challenge to help drive and embed continuous improvement in standards of conduct amongst Elected Members (and Co-opted Members). 

To ensure independence, applicants must not be -

a serving Councillor or officer (or the spouse or civil partner of a serving Councillor or officer) of City of Wolverhampton Council; 

or within the last 5 years (prior to their appointment) be -

a former Councillor or officer of City of Wolverhampton Council, ora former member or officer of an authority other than City of Wolverhampton Council unless they have ceased to be so for a minimum of twelve months.
