Housing is a priority area for Welsh Government.  

The regulation team carry out the regulation function on behalf of the Welsh Ministers with the main purpose to protect tenants and significant public investment in the housing association sector in Wales. Effective regulation also ensures the sector remains attractive to private investors whose funding supplements grant for the development of new social housing in Wales.  

The support structure for the regulation function is undergoing change. This post will contribute to the ongoing change and development of regulation and will be responsible for the management and secretariat/support of the advisory and assurance groups which support the regulatory function. The role will also provide business support for the Housing Regulation team as well as contributing to the strategy and policy aspects of regulation.

The Regulation Business Support Manager post reports to the Senior Regulation Strategy Manager.

What your team will expect

Work independently on day-to-day issues which may include providing advice to more senior grades and supporting policy, digital, legislation or operational development work; whilst being the lead official to engage with a wide-range of stakeholders both internally and externally.

Line management of individuals or a team. Management responsibilities may include supporting team members on more difficult cases, managing work allocation and prioritisation. Responsibility for performance management, coaching, mentoring and development of staff from all backgrounds to ensure they are able reach their full potential, helping to create a culture of inclusion; making sure that any development opportunities are accessible and inclusive for all. You are proactive in exploring your own developmental needs and take action when required.

What key stakeholders will expect

Provide sound judgement with the ability to interpret information where issues are complex or conflicting with the ability to weigh up a number of factors to produce constructive ideas and solutions.

Required to communicate information, to provide advice to senior colleagues on the effects of policy or operational changes and influence outcomes.

Ability to grow strong professional relationships with internal and external stakeholders, effectively collaborating to share information, resources and support.

Main Responsibilities

Contribute to the development of the new approach to support for the regulatory function including establishing terms of reference, governance and recruitment.

Ongoing management and support of the groups including providing the secretariat function, liaising with the membership and Chairs as required and arranging and supporting meetings.

Undertaking research and drafting reports in response to commissions by the groups and maintaining oversight of relevant media/sector journal articles etc.

Managing the procurement of external consultants/witnesses/experts as required as well as co ordinating any steering/project groups established to oversee research projects.

Provide business support for regulatory activity and team administration as necessary, including record keeping, collating information from data requests and consultations, assisting with project procurement and payments, ensuring Welsh Government standing orders/processes/requirements are complied with.  

Manage and analyse data sets and regulatory returns which inform regulatory assessments and judgements. These include tenant satisfaction, board diversity and other regulatory returns and information.

Develop & monitor project plans to deliver major projects on time in accordance with the team work plan.  

Co-ordinate and analyse consultation responses.  

As required, liaise with related stakeholders in the social housing sector in Wales; including tenant representative organisations and lenders, to professionally represent the Housing Regulation Team and the Welsh Government to the social housing sector and its key partners.

Contribute to co-ordination and responses to Government/Ministerial Business including briefings, diary requests and questions.

Development opportunities  

This is an opportunity to play an important role in the regulation of registered social landlords in Wales, developing knowledge of housing association business and stakeholder relationships. The role will strengthen leadership and communication skills and provides opportunities to advise Ministers, develop core civil service skills, work with external stakeholders and senior managers developing relevant policy and strategy.
