Purpose and Scope:      The Senior Appointed Person / Lifting Specialist shall act as the company’s subject matter expert on LOLER regulatory requirements and all aspects lifting operations and equipment.Essential Responsibilities:
  • Provide the focal point for expert and technical advice regarding the LOLER Regulations and British Standard 7121 Safe Use of Cranes.
  • Take overall responsibility for all aspects of the management of all lifting operations.
  • Develop and implement company procedures covering all aspects of lifting operations.
  • Integrate procedures and process into a wider EHSQ Management System.
  • Oversee the selection of all personnel involved in Lifting Operations.
  • Ensure teams and all contractors are appropriately organized and that all personnel are demonstrably competent to undertake their roles.
  • Take the lead in supply chain engagement, including the evaluation and selection of contractors and suppliers ensuring appropriate competencies and arrangements are in place.
  • Participate and provide expertise advise during design stage discussions.
  • Provide support and advice to the construction delivery teams.
  • Ensure the compliant, safe, and effective delivery of all lifting operations including the planning, management, and execution.
  • Ensure procedures are in place for the review of all lift plans, RAMs, plant / accessory certification, pre lift briefings and the auditing of lifting arrangements etc.
  • Ensure arrangements are in place for the maintenance, inspection, thorough examination and testing of lifting equipment and accessories.
  • Ensure arrangements are in place for testing of ground conditions, point loadings etc.
  • Liaising with Clients to ensure lifting operations are adequately planned accounting for and considering Client specific environmental factors.
  • Auditing and monitoring of planning and completion of lifting operations.
  • Undertake detailed root cause investigations of any near misses / incidents.
Requirements:This is a senior level position which requires the following:
  • Ideally Bachelor’s degree or equivalent in a related discipline
  • Membership of an appropriate professional institution.
  • Appointed Person for Lifting Operations A61 (CPCS Blue Card)
  • CITB Site Management Safety Training Scheme (SMSTS) or equivalent
  • CPCS Slinger/Signaler or Crane Supervisor (preferable).
  • NEBOSH Construction / General Certificate
  • CITB Temporary Works Coordinator or Temporary Works Supervisor qualification
  • First Aid at Work qualification
Experience and Knowledge
  • Proven years of practical experience in an appointed persons role
  • Extensive knowledge of LOLER Regulations
  • Extensive knowledge of all aspects of lifting operations
  • Proven experience in planning and executing basic, standard, and complex lifting operations
  • Experience gained in a similar subject matter expert / advisory role within the lifting industry
  • Experience of construction / demolition / high hazard sites
  • Ability to develop and implement company procedures
  • Strong leadership, planning, coordination, and management skills.
  • Ideally experience in the Nuclear or Defense sector
