Purpose Of The Post:

Ensure that the people of Gwynedd are at the heart of everything we do.

Undertake enforcement work in relation to the Council's statutory responsibilities for pollution control, environmental protection, and licensing.

Responsibility For Functions:

Equipment - Equipment used to prevent pollution / collect evidence / sampling.

Funds - Occasional responsibility for money.

Main Duties:

Conduct property and environmental inspections and activities to establish compliance with current legislation.

Complete inspections, sampling and testing of environmental parameters and keep records of compliance with related standards.

Investigate complaints and cases of pollution or public health problems, including statutory nuisance, and respond in accordance with the targets set by the Service.

As needed, take statutory enforcement steps to deal with significant breaches, subject to supervision by the public protection officer and approval by the Public Protection Manager where practically possible.

Assess risk, sample and respond to test failures or complaints in relation to the Council's responsibilities under relevant legislation and regulations relating to the safety of drinking water from private sources.

Enforce legislation in relation to licences and permits relevant to the specific duties of the post - such as licences under the Licensing Act 2003; gambling; sex establishments; taxi licences; caravan and camping sites; scrap metal dealers; animal establishments; environmental permits and other various licences.

Assist with business advice and education initiatives.

Respond swiftly and appropriately to emergencies, in accordance with the restrictions of the post holder's authority.

Undertake risk assessments of industrial process practices that can cause air pollution.

Represent the Council as an expert witness in court proceedings.

Comply with the Council's financial procedures and guidelines, with specific reference to any fees received.

Record work by using the required method(s) and within the designated timetable.

Occasionally supervise the work of other staff, such as students and individuals undertaking training.

Delegate for other officers where circumstances dictate this.

Responsibility for self-development.

Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.

Operate within the Council’s policies in relation to equal opportunities and equality.

Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.

Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.

Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.

Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.

Special Circumstances:

The post holder will sometimes be required to conduct investigations in dirty / unpleasant environments.

From time to time, the post holder will be required to work antisocial hours.

The post holder may be required to plan, implement and review projects to maintain or improve the health and well-being of Gwynedd's residents.
