Offshore Consent Manager: Offshore Wind

 

Main Purpose of Job: 

 

This role is within the RWE Renewables Offshore Wind Development UK and Ireland Consents Team.

There is a need to recruit an Offshore Consents Manager to offshore consenting activity on current and future offshore wind projects. The role will work as part of a project team to ensure all consents are in place before to facilitate the construction of an offshore wind farms.

This role will initially be assigned as an Offshore Consent Manager for the 4.2 GW Norfolk offshore wind farm projects (comprising Vanguard East, Vanguard West and Boreas). However, the role may in future be reassigned to other offshore projects within the portfolio as needed.

 

Key responsibilities of the Offshore Consent Manager for the Norfolk projects will include:

 

As part of the offshore consents team, the Offshore Consents Manager will be responsible for ensuring that all relevant consents are in place/DCO requirements/dML conditions have been discharged in advance of offshore survey campaigns and various packages of offshore construction activities commencing.

The role will include responsibility to develop and deliver required management plans and any new Marine Licences as required.

External relationships including those with consultants and external statutory consultees to include the MMO, Historic England and Natural England will need to be maintained.

The Offshore Consents Manager will be required to liaise directly with the internal Package Managers and Package engineers who are responsible for handling and delivering the various offshore construction packages. Further, the Offshore Consents Manager is also likely to need to work with the relevant Tier 1 contractors.

This role will report to the Norfolk Development Manager and will work closely with the Norfolk Offshore Consents Managers. The Offshore Consents Manager must also be able to work collaboratively, proactively and positively with the packages and the Tier 1 contractors.

The role will also require providing general ad hoc offshore consents support to the Norfolk Consents team as and when required.

 

Key pre-consent responsibilities of an Offshore Consent Manager at RWE include:

  • Identification and implementation of an optimum offshore consenting strategy for the project.
  • Work collaboratively with the project team to design the project, taking all relevant offshore consents considerations into account.
  • Manage the project’s external environmental and technical consultants and the external planning lawyers.
  • Support the consent team to submit the DCO application
  • Develop effective working relationships with key stakeholders, including SNCBs and relevant regulatory organisations.
  • Ensure HSE compliance by external parties visiting site
  • Ensure offshore consent risks are identified and appropriately controlled
  • Proactively share relevant lessons learnt and best practice between projects in the wider portfolio
  • Manage offshore consents input into the examination process, including responses to relevant exam questions and written reps

 

 Knowledge and Skills:

 

  • Appropriate qualification/ membership e.g. BSc/BA Marine Biology, or similar; membership of recognised professional body (biology, EIA, or similar);
  • Experience of offshore consenting. Likely to have already worked on an offshore wind farm construction or consent application. Will have recent experience of leading negotiations/liaison directly with relevant statutory bodies such as the MMO/Natural England. Ideally will have experience of offshore cabling installation methodologies.
  • A comprehensive understanding of the   DCO and Marine Licence process.
  • Analytical skills – ability to work to a high level of accuracy and to produce a high standard of written work
  • Evidence of benefit in forming and maintaining working relationships in a multi-disciplinary environment
  • Good organisational skills with the ability to organise work to meet deadlines
  • The ability to respond to changing priorities and demands and adopt a flexible approach to working
  • Have great communication and interpersonal skills.

 

The Offshore Consent Manager role reports to Team Lead Consents on a line basis and the Project Development Manager on a project basis.

  • The role will require travel to meetings in RWE’s London Office and occasionally to the RWE office in Swindon. Travel to other locations in the UK and Europe may be required.
