This is an essential role to secure good outcomes for some of the most vulnerable residents of Cardiff. This role will be responsible for driving good practice and quality assurance of care across Children’s Services. It will ensure that all work is monitored and progressed, in line Public Law with requirements and within the Signs of Safety Framework. The Team Manager will chair all meetings and will work with front line team managers, social workers, all partners, to drive improvement through quality assuring and monitoring. 

Other key areas of responsibility:

To ensure the delivery of quality services for children, young people and their families in accordance with legal requirements, council policies and procedures, and Government initiatives.

To assist the Operational Manager to ensure the development and employment of good child care practice through the effective management and supervision of a team of social care staff using the Signs of Safety approach.

To take a lead role in developing and improving the Service, ensuring the full participation of staff. 

To take the role of Practice Leader, supporting and encouraging a Signs of Safety Culture within the service.

Lead, teach and model the Signs of Safety approach as the business as usual way of working

Assure children, young people and families are kept at the heart of the work through promoting the use of Signs of Safety engagement tools.

Duties and Responsibilities

To take the lead in using the Signs of Safety approach to social work practice 

To encourage and support the team in adopting the Signs of Safety approach 

Manage the Targeted Services budget effectively.

To facilitate the delivery of a duty service

To play an active role in the review of the services and setting of business plans.

To contribute to the identification of need, planning, and evaluation of services and to ensure that all services are provided within the Council policies and procedures and legal requirements.

To ensure the effective, efficient and solution focussed management of team members, including supervision, appraisal, recruitment, induction, disciplinary and overall team development and morale, in line with Council policy. 

To ensure the fair and equitable allocation of work within the team, the appropriate use of resources and proper control of any delegated budgets, and provide appropriate authorisation where delegation has been agreed.

To assist the Operational Manager in the proper control, allocation and maintenance of any cost centred budgets allocated to the Operational Manager.  

To ensure that an excellent standard of work practice exists within the team, and to maintain and develop knowledge of research, practice developments, new initiatives and procedures and to utilise these in supervision and when planning for children. 

To assist the Operational Manager in the management of health and safety for both the team and location for which they have responsibility.

To provide cover for other Team Managers as and when required, e.g. cover for annual leave and sickness absence. 

To chair meetings using Signs of Safety methodology e.g. Strategy Meetings, Legal Planning Meetings and to attend other relevant meetings e.g. conferences and statutory reviews as appropriate. 

To enhance and maintain performance by ensuring timescales for assessments, reports, and care plans, PEPs, statutory visits are kept to.

To liaise with other agencies to develop and maintain good working relationships and to represent the Team and Children’s Services at inter-agency and other relevant meetings.

Promote the voices of children, young people and families in the development of Council policies and services

Contribute to the identification of prevalence and trends of key risks and stressors e.g. mental ill health, domestic violence and substance misuse by collecting and reporting relevant data

Liaise with local authorities across the UK to share information and practice to ensure Cardiff is at the leading edge of good practice.

To ensure that all services are provided within a framework of Equal Opportunities and Anti-discriminatory practice and take account of the views of service users.

To undertake any other such duties and responsibilities as may reasonably be required by the Head of Service from time to time.
