Role Purpose

  • The primary purpose of this post is to lead on the management and implementation of complex assets and growth projects; ensuring the highest standards of design, innovation, sustainability and commercial objectives are achieved and risks appropriately managed. The post holder will take development opportunities from the identification and inception stage, through appraisal and design development, to planning and transition to pre-construction and delivery.
  • The Partnerships and Complex Schemes Manager will play a key role in every aspect of complex area-based regeneration, investment and placemaking programmes and projects including procurement and management of specialist consultants’ teams, financial management, monitoring and evaluation, report writing and servicing of strategic governance boards.
Responsibilities
  • To deputise for the Head of Partnerships, Investment and Assurance as required across the directorate, including in high level external meetings and on strategic development issues
  • To lead on establishing strategic partnerships with landowners, developers, and Registered Providers to utilise multimillion-pound funding and land opportunities to maximise affordable housing delivery.
  • To ensure that all third party contracted works are controlled and managed in order to meet the Council’s Quality and VFM requirements.
  • To manage delivery operations in accordance with all industry/CIBSE best practice, including managing teams of technical staff to deliver the Complex Works programmes.
  • To develop options for the physical development and regeneration of Council sites including large scale new-build housing and mixed-use developments (including schools and community facilities) incorporating high quality design, environmental and community safety standards.
  • To liaise with other Council departments to ensure wider corporate objectives are incorporated into option appraisals and development briefs and to develop innovative ways of delivering on Council’s Business Plan Objectives/priorities.
  • To lead on the identification and assessment of new housing delivery opportunities, working closely with internal and external partners.
  • To lead proactive engagement across-directorate to identify and assess gaps in housing delivery for specialist housing cohorts.
  • To have overall responsibility for the delivery of Complex Schemes, including resident liaison, data archiving, business continuity, business reporting and Project Management functions.
Knowledge and skills
  • A proven track-record in successfully delivering high-profile projects, both in planning and execution across a wide range of partners both public and private sector at a senior level.
  • Ability to form productive, professional working relationships with developers, government agencies and senior elected members.
  • Possess commercial awareness with an eye for seeing business improvement opportunities.
  • Ability to manage significantly complex development programmes, ensuring effective project management systems are in place.
  • Excellent, high level and proven negotiation skills.
  • Detailed knowledge of complex site assembly, development, and infrastructure projects
  • A creative and entrepreneurial approach, experience of the Planning system and property development market.
  • Extensive experience of applying project management tools and techniques to deliver complex projects to time cost and quality.
  • Demonstrable exceptional stakeholder management and community engagement
  • Ability to manage across professions, co-ordinating activity in a number of areas to meet cross cutting priorities and objectives.
  • Excellent communication skills, oral and in writing.
Qualifications
  • Degree Level or formal industry recognised qualification
  • Membership of the appropriate professional body, and/or evidence of continuous professional development
