Role Summary

Reporting into the Tax Policy Manager, the core of the role is to lead the CBI’s policymaking on Employment Taxes and International Taxes. The role offers unrivalled access to our network of tax professionals, including leadership of the CBI’s Tax Committee and leading discussions on employment and international taxes at both Tax Committee and specialist working groups. This involves strategic thinking and thought leadership, including CBI policy development and how to best deploy our key messages to Government, members and the media.

You should have a good awareness of the tax policy landscape and tax debate in the UK as well as a strong grasp of how tax is used to deliver economic growth. You will also have strong written and verbal communication skills, and the ability to think strategically and work at pace.

Key Responsibilities

Policy lead on Employment Tax issues

  • Ensure CBI members’ voices continue to be heard on the development and implementation of taxes within the employment space.
  • Work closely with the CBI’s wider future of work team to support them on any policy development with tax aspects.

Policy lead on International Tax issues

  • Ensure CBI members’ voices continue to be heard on the development and implementation of international tax agreements, including Pillars I & II, and the taxation of globally mobile workers.
  • Build and own relationships with key stakeholders in international forums, including liaising with the CBI’s international office in Brussels.

Interactions with members

  • Act as secretariat for the CBI’s Employment Taxes and International Taxes Working Group of member companies, including presenting on your areas of responsibility at these meetings.
  • Build strong personal relationships with senior tax professionals within CBI member organisations.
  • Co-ordinate and draft consultation responses to relevant UK Government consultations on tax.
  • Provide a constructive and effective voice for business in the public tax debate.
  • Represent the CBI at key international meetings on tax, including Business Europe and Business at OECD (BIAC).
  • Build and own relationships with key stakeholders at HMRC, HM Treasury and professional bodies on the areas of your responsibility.
  • Support CBI account managers with member retention and recruitment objectives.

Team working

  • Work flexibly across different areas of CBI’s tax policy as and when needed in delivering the team’s broader objectives.
  • Ensure the work of the team supports the delivery of other areas of CBI policy, working collaboratively on areas of overlap with that of other teams.

Communication & Lobbying

  • Drafting clear and compelling CBI consultation responses on areas of responsibility.
  • Finding innovative ways of presenting and justifying our policy asks and the narrative holding them together, both written and verbally, and working with the press team to maximise media pick-up.
  • Working with CBI economists to pull together economic analysis to support policy asks.
  • Building strong working relationships with stakeholders in key institutions including HM Treasury and HMRC, and making a compelling case for our policy asks when lobbying

Knowledge & Experience

  • A good knowledge of the tax policy landscape and the tax debate in the UK would be beneficial
  • A keen interest in tax and economic policy with an awareness of UK politics and government
