About the team

We're looking for a Head of Procurement to work closely with the Finance Director, the Executive Team, and their direct reports to develop and implement a procurement strategy that delivers outstanding performance from the supply chain for a customer focussed organisation and delivers value for money and sustainability in a regulated environment.

Leading a team of eleven, there is a substantial addressable spend portfolio, covering categories including Professional Services, IT, FM and Works. This unique prospect offers the opportunity to lead GWR's Procurement function with support from FirstGroup's Procurement function.

About the job

You will lead the Procurement function, developing and implementing the procurement strategy and identifying value adding opportunities across the business.

Youwill have a strong focus on risk mitigation and customer and operational performance.

You'll becontinually planning, reviewing and identifying procurement opportunities reviewing needs across the business as well as pursuing group wide solutions where possible.

Youwill guide the Procurement Category Managers and others within the team to ensure that they can best support the business and comply with FirstGroup policies as well as relevant legislation (UCR) and the Department for Transport contract compliance.

You'll coach and develop yourteam to provide support to the business to ensure optimum and commercially viable solutions are negotiated, as well as securing appropriate protection through the development/negotiation of suitable terms and conditions.

Your main responsibilities will be:

  • Development, implementation and on-going management of the GWR Procurement Strategy
  • To provide continuous improvement across the supply chain in both value and quality, supporting the best performance possible from suppliers whilst taking advantage of opportunities across the whole business and pursuing Group-wide opportunities where possible
  • Lead and develop a skilled team to both protect business risk, ensure compliance against industry regulation and FirstGroup Governance and secure the best overall commercial deals.
  • Liaise with legal colleagues as necessary, in order to safeguard the business from contractual and commercial risk.
  • Drafting and negotiating key commercial contracts/leases as required by the business, including ensuring process and systems are in place for tendering, contract management/KPI assessment and supplier analytics.
  • Lead on major procurement projects as required by the business.
  • Ensure a rolling calendar is in place for regular review and competitive tendering of all continuous supply/service contracts, balancing the workload across the team by staggering renewal dates where possible.
  • Ensuring a comprehensive database is held and maintained for all contracts across the business, maintaining compliance with the relevant obligations of the National Rail Contract with the DfT
  • Developing, circulating, and driving use of Procurement Policy including standard terms and conditions, templates and forms adhering to FirstGroup policies and delegated authorities. Educating the business to ensure that Procurement is a proactive not a retrospective intervention.
  • Business lead regarding key initiatives and legal and regulatory compliance such as sustainability, modern-slavery and anti-bribery/corruption/fraud.
  • Developing contract management skills of key contract managers across the business to ensure colleagues are skilled to effectively contract manage and ensure delivery against KPIs.
  • Ensure any commercial claims and variations to contracts are professionally negotiated and minimise risk to the business.
  • Provide guidance and support as required across the business in relation to Commercial and Contractual relationships and processes, promoting best practice and continuous improvement.

About you

You'll need to have:

  • A proven strategic procurement professional background with product, category and service knowledge
  • Previous experience of Public Procurement and/or UCR
  • Experience of working in a complex operational environment with competing demands, so the ability to prioritise is paramount
  • Team management experience, with recent procurement project experience
  • Experience of developing a procurement function to deliver for an organisation.
  • The ability to understand the complexity of aligning business strategy with delivery
  • Extensive collaboration skills and experience of working with operational management and different stakeholders
  • Board-level management and exposure
  • MCIPS qualified

As a minimum you'll need tohave:

  • Degree level (or equivalent) qualifications
  • 10 years+ procurement experience
  • Previous experience of Public Procurement and/or UCR
  • Experience of managing a team

About the location:

Based in Swindon, a short walk from the train station. There will be some requirement to travel to London and on our network, and some home working (max 2 days per week) will be possible.

Working Pattern:

37 hours per week
