Job Description Due to increased opportunities and demand in the Energy & Natural Resources division, the North West team are recruiting for Project Controls Managers to join a diverse and supportive team during a period of significant growth. Our nuclear client is at the forefront of industry leading change, and we are keen to speak to like-minded individuals with senior project planning, cost control and/or risk management experience at team management level to see what Turner & Townsend can offer you. Candidates will be required to be present in our client office in Warrington for 3 days per week.  Main purpose of the role A Project Controls Manager (PCM) will lead cross-discipline teams of project controls professionals to deliver effective, consistent, assured and value adding project controls services to our nuclear client across diverse and complex programmes.  In leading the team, they will be responsible for defining and delivering performance management cadences on complex projects/programmes along with all associated processes & reports. They are accountable for maintaining robust planning and project controls deliverables that provide our clients with accurate data to drive management decisions. They will play a key role in ensuring that client objectives are met and that projects are delivered to time and cost targets and the appropriate quality standards. Key accountabilities As PCM, you have the passion to provide integrated planning and project controls services as required by our clients, which may include: Leading cross-discipline teams of project controls professionals to drive delivery of robust and effective project controls services and continuous improvement in project controls processes. Create efficiency and increasing benefits to our nuclear client by defining and implementing project controls approaches across the project, programme and portfolio levels to allow effective decision making at all levels.   Defining and implementing effective governance and assurance processes around project controls products. Adherence to NEC or FIDIC contract processes for management of project controls data and deliverables. Working with our client to develop relevant breakdown structures, support scope definitions and in turn project controls products with the professionals and senior professionals in their team.   Defining scaled, tailored and integrated approaches for project controls and documenting these (for example in a Project Control System Definition).  Defining the scope through the identification and management of exclusions, assumptions, interfaces, and dependencies, and coordinate the scope’s decomposition. Working with the Integrated Project Team to establish a robust, accurate Performance Measurement Baseline and manage the change control process. Working with Project and Commercial Management to establish the Supplier Project Controls contract requirements, and then collaborating with suppliers to integrate and analyse their performance data. Ensuring scope, cost, risk and schedule integration and alignment, and analyse performance data to provide delivery insight and facilitate delivery decisions. Training and coaching client team and less experienced project team members on performance and reporting management processes and practices.  Assuring the quality, accuracy, and integrity of the Project Controls team’s output.    Undertaking line management activities including career development and performance management.  Ability to interact with Senior Management / Leadership members when delivering updates on Performance Management within a complex project/programme environment. Guide the team on appropriate use of systems and tools (such as Primavera P6, Power Bi, Excel) in relation to Performance Management, Analysis & Reporting. Works to make positive change happen by embracing challenges and opportunities for our client. Effectively connects and communicates with people to collaborate to deliver our best work. Brings out the best in everyone by helping the team in making the most of their potential through proactive collaboration and effective teamworking, working with empathy and treating everyone with care and respect.   Qualifications You have senior professional experience in the application of several Project Controls disciplines (Planning, Cost Estimation, Cost Management, Risk Management or Reporting) in multiple projects in one or more sectors across the whole Project lifecycle. While nuclear experience is desirable it is not an absolute requirement. You have strong knowledge and proficiency with various project controls specific software packages and can coordinate and work with other teams utilising your multi-disciplinary knowledge. You will be a strong communicator, able to demonstrate leadership behaviours with the ability to influence, manage, motivate, coach and develop a team by fostering a diverse and inclusive environment. You promote empowerment and contribution and have a passion to build a community and support network beyond your delivery role. You also: Will be able to obtain BPSS level security clearance. Are a member of a relevant professional body e.g., Association for Project Management, Project Management Institute. Have practical experience of integrating Project Controls disciplines and the ability to assess the maturity of a team and ways of working. Have experience in using some Project Controls software (Primavera P6, Active Risk Manager, Ecosys etc). Have excellent verbal and written communication skills. Have the ability to make risk-based decisions where the parameters are unclear, and judgement is needed. Have strong leadership skills with the ability to mobilise, inspire and lead by example. Have strong stakeholder management experience. Can navigate through conflict situations and defuse tension. Have a desire to work within the nuclear sector.
