Job Summary: The NEC Project Manager will be responsible for overseeing and managing construction projects from initiation through to completion, ensuring compliance with the NEC (New Engineering Contract) framework. This role involves coordinating with various stakeholders, assessing risks, and ensuring projects are delivered on time, within budget, and to the required quality standards.

Location: Surrey Area (Various Sites around Surrey)

Package: Up to £64,000 plus car allowance, pension, private healthcare

Client: A large facilities management company who work across the UK and Americas. This role is to work with and on behalf of a local authority. The construction work will be refurbishment and fit out of offices, local authority spaces including libraries, schools and more. The value of the projects will range from £100,000 - £5 million.

Key Responsibilities:

  1. Project Initiation:
  • Establish business requirements and review timelines.
  • Communicate potential projects to the Directors (Facilities, Capital Works, Reactive) to identify any other projects in the same location.
  • Undertake business-focused risk assessments and establish project criticality ratings.
  • Complete initial project requests and notify stakeholders.
  • Assess the level of feasibility study required and appoint a preliminary project team.
  • Arrange and attend initial project meetings within the business.
  • Identify roles and responsibilities and set up a project location folder on SharePoint.
  • Research existing records and save information to SharePoint.
  1. Project Planning:
  • Provide scoping documents and business cases
  • Provide approximate programs to the QS team for budget forecasting.
  • Produce a risk register and RACI (Responsible, Accountable, Consult, and Inform) matrix.
  • Assess health, safety, and fire risks.
  • Establish the project on Planon and notify stakeholders of funding approval.
  • Issue Project Execution Plan and RACI matrix.
  • Organize design team and stakeholder site inspections.
  • Commence feasibility studies and instruct surveys on Planon.
  • Develop cost plans and update project briefs.
  • Review procurement strategies and issue high-level master programs.
  • Identify and review design and project health and safety risks.
  • Review asbestos registers and issue risk registers.
  • Notify health and safety regulatory bodies and submit feasibility reports.
  1. Project Approval and Design:
  • Obtain SLT approval for business cases, including budget, scope of works, and project risk assessments.
  • Engage stakeholders and commence scheme design.
  • Ensure building surveyors issue design information to the team.
  • Update cost plans and value engineering.
  • Implement change control processes and update programs.
  • At Stage C Design, once design is complete, update previous budget estimates and provide to the PM.
  • Conduct design team health and safety risk assessments and update risk registers.
  • Submit statutory applications (Building Regulations and Planning).
  1. Tendering and Procurement:
  • Review design and construction health and safety risks and issue risk registers.
  • Issue draft scheme design reports (Gateway 3) and obtain sign-offs.
  • Issue POs and update trackers with invoice details for surveys and main works.
  • Present procurement options to clients (Gateway 4).
  • Issue pre-construction health and safety information (PCI).
  • Contact relevant contractors for expressions of interest and tender enquiries.
  • Review contractor bids with QS and Director and conduct tender comparisons and evaluations.
  • Interview contractors and present updated tender comparisons with recommendations.
  • Present tender analysis to clients (Gateway 5).
  • Prepare and execute construction contracts and arrange for client signatures.
  1. Construction Phase:
  • Review main contractor management documents and undertake asbestos surveys.
  • Ensure receipt of building regulation and planning approvals.
  • Agree on valuation dates with contractors and issue contractor design information.
  • Arrange and chair pre-start meetings and complete permits to work and RAMS.
  • Oversee construction phase activities, sign off on works weekly, and communicate with contractors.
  • Attend site, snag the work, and issue snag lists to contractors.
  • Assist in validating variation claims and obtain instructions for variations.
  • Issue contract instructions and arrange progress meetings.
  • Manage delay letters/notices and produce monthly reports.
  1. Project Closeout:
  • Produce defects lists during the project, at Practical Completion (PC), and end of defects.
  • Sign off on completed works at PC and end of defects, confirming with PM and QS.
  • Check and sign off contractor invoices and add to Planon.
  • Complete testing and commissioning and project closeout procedures.
  • Issue PC and end of defects certificates to contractors.
  • Organise professional photography and post-project review workshops.
  • Update capital allowances and manage the defects liability period.

Qualifications and Skills:

  • Proven experience as an NEC Project Manager or similar role.
  • Strong understanding of NEC contracts and construction project management.
  • Excellent risk assessment and management skills.
  • Proficient in using project management software (e.g., Planon, SharePoint).
  • Strong communication and stakeholder engagement abilities.
  • Ability to manage multiple projects simultaneously and meet deadlines.
  • Familiarity with health, safety, and fire regulations in construction.
  • Strong organizational and documentation skills.
