Product Owner (Data & Analytics)


Methods are looking for a Product Owner to work on an initial 2 year programme of work with a fantastic client of ours. The role will be completed with a hybrid way of working, with the successful candidate needing to be onsite at the Central London office location 2 days per week. Please note that the role has been confirmed to fall Inside IR35.


Role Responsibilities:

The Product Owner will be accountable and responsible for understanding the requirements, business needs, and operational context from stakeholders.


They are accountable and responsible for collating, analysing, prioritising and translating these business requirements into technical requirements and units of work in Azure DevOps in the form of (Epics, Features and PBIs) that are implementable by the Data & Analytics Development Team.


The Product Owner is responsible and accountable for the creation and ongoing maintenance of the Product Backlog, ensuring that Epics meet a defined Definition of Ready and are decomposed into to clearly defined work items in the form of Features and underlying PBIs with their own ready criteria. There work items need to be proportional, appropriately sized, and include sufficient information to enable flow of work into the development of high-quality data products.


The Product Owner will work ahead of the D&A Development Team being onboarded to define an outline Product Backlog for the Data Foundation project. The Product Owner will work with the D&A Development Team and be accountable and responsible for ensuring that there is a steady flow of PBIs ready for their teams so that the teams can work at a consistent pace.


The Product Owner will provide specialist expertise to ensure backlogs are constantly well maintained, prioritised, and give full coverage of the requirements. The Product Owner will serve as a conduit between the D&A Development Team and the business stakeholders should any technical issues or ambiguities arise, further ensuring that expectations of sponsors and stakeholders are met in full.


The Product Owners will also be responsible for engaging with other Senior Product Owners, Product Managers, Technical Delivery Managers and Project Managers who will be working on different areas of the Data Foundation project to identify, understand and define dependencies and integration points between the different areas.


The Product Owner will be accountable for ensuring the development work in their Development Team is effectively prepared, scheduled and managed to meet the overall Data Foundation Product Goals.


In collaboration with the D&A Technical Delivery Manager, the Product Owner will be responsible for ensuring that their Product Area scope is effectively controlled to meet the defined Proof of Concept success criteria – and the subsequent success criteria for future project phases (as set by the Data Foundations Product Manager). In collaboration with the D&A Technical Delivery Manager, they will be responsible for communicating progress, risks, and issues within their product space to the wider Data Foundation Project Team


The Product Owner will work with other parties as necessary within the project including the D&A Solution Architects (Data & BI), Agile Development Leads, Technical Development Leads, Agile Test Leads, and other stakeholders to establish an optimal solution which meets project requirements, adheres to technical strategy/constraints (D&A and TfL standards) and considers total cost of ownership.


Excellent communication skills are needed to allow effective translation of sophisticated concepts into easily understood languages across a wide range of stakeholders, source system teams, suppliers and other internal teams including Developers, Product Managers, Delivery Managers and BI/Data Architects.


The Product Owner will also need to collaborate with the Product Manager to ensure alignment to the long-term roadmap and vision. As well all interfacing with the D&A Data Architect to ensure Data Architecture artifacts are prepared ahead of development activities being committed to sprint.

The Authority will be undertaking bespoke development in delivering the end-to-end solution, so the Product Owner will need to be comfortable interfacing with several bespoke data sources written by other parties, other working areas of the programme and project or with 3rd parties when necessary.


Essential Skills:

- Strong experience of backlog development and gathering feedback on the product in an agile environment, including gathering requirements from stakeholders and developing these into effective user stories, demonstrating delivered functionality and gathering feedback from stakeholders, and ensuring this feedback is incorporated into the product by developing the backlog further.

- Ability to balance competing tasks and demands effectively, such as ensuring that all assigned development teams are able to build consistently and with a constant flow of requirements.

- Ability to lead and facilitate effective refinement sessions with Development Teams, providing suitable input a preparation ahead of refinement session to ensure successful outcomes

- Effective communication with non-technical stakeholders about complex technical concepts to effectively define and prioritise the features, refine the scope, and collect the story requirements and acceptance criteria.

- An excellent stakeholder manager with an engaging and nurturing ability in being available to multiple teams and stakeholders in order to answer questions and provide prioritisation of demands, ensuring that responses are given efficiently so as not to hold up delivery or development progress.

- Capable at actively listening to, negotiating with and managing conflicts, in order to determine scope and prioritisation for teams, and to effectively collaborate with stakeholders and other technical roles to identify problems, determine solutions, and effectively manage delivery of an integrated product across multiple development teams and technologies

- An excellent risk manager, capable of quickly identifying product-related risks, determining any suitable mitigations and agreeing these with dependent product areas, determining the impact to delivery and timelines of the risk and any mitigations proposed, and managing these decisions successful and escalating rapidly as required.

- Capable at continually assessing and improving product processes within their teams, product areas, and on the wider programme to enhance the efficiency and quality of product development, agile practise and product strategy.

- Excellent organisational skills, to ensure that features and stories are prepared and streamed to the teams to optimise the delivery flow.

- Senior Product Owner experience of at least 3 years on projects of a similar size, scale and nature to Data Foundation

- Experience of implementing data & analytics systems and products using Azure tech stack
