Venesky-Brown’s client, a public sector organisation in Glasgow, is currently looking to recruit a New Mobilising System Programme Director for an initial 23 month contract on a rate of £750 - £850/day (Inside IR35). This role will be part-time, 3 days a week, with some attendance required on site.


Responsibilities:


- Effective supplier and contract management of the external partner (a major global communications provider), holding the supplier to account for successful implementation to time, cost and quality.

- The Programme Director will provide leadership, direction, advice and guidance to multi-disciplinary teams on the project and across the organisation to support successful implementation, leading cross-team and third-party collaborations and influencing without authority to leverage the strength of diverse teams. An important aspect of the role is to positively enhance people performance and potential by providing not just effective supervision but through pro-active coaching and mentoring to staff at all levels building knowledge and capability.

- The role will lead and manage the planning, execution and outcomes of this complex transformational project using appropriate project management frameworks and methodologies within existing organisational procedures.

- The Programme Director will be responsible for implementing and maintaining project management standards, compliance and best practices to ensure effective delivery within scope, schedule, quality and budget, and will advise on and escalate programme level decisions that affect significant programme direction to the agreed governance forums, identifying decisions that cannot be resolved as well as potential solutions.

- The role will also require developing strong and effective strategic relationships with relevant Board and Committee members, Senior Leadership and organisation wide senior stakeholders as well as with external stakeholders, working closely with the Senior Responsible Officer to co-manage senior stakeholders and to create an environment in which the project can succeed.

- The Programme Director will also play a key role in sharing and embedding learning, skills and capability within the team and more broadly across the organisation as well as providing suggestions on enhancing programme operations.

- The Programme Director will work with an existing Project Team consisting of a uniformed Project Lead, a Senior Project Manager, Senior Business Analyst, Project Manager, Assistant Project Manager and a Subject Matter Expert (SME) configuration and testing team consisting of a uniformed Workstream Lead and associated uniformed configuration and testing staff, and an Industry Technical Advisor.


Essential Skills:


- Experienced in implementing new technical pieces of work, ideally within emergency services, defence, airports or highways

- Extensive and proven experience of successfully managing suppliers, contracts and teams to deliver at least three complex, technical implementations to time, cost and quality

- Demonstrable core project management skills and experience including business case development, financial, planning, scheduling, reporting, resource, benefits and risk management, governance and assurance, and knowledge transfer

- Demonstrable behaviours including visible leadership, collaboration, influencing, negotiation, conflict resolution, credible action, inspiring others, innovation, and effecting cultural change

- Professional presentation skills with experience of regularly presenting to a variety of different audiences including those at a Board, Committee and Senior leadership level.

- Confident with Agile and Waterfall delivery practices

- Significant evidence of continued professional development

- Personal resilience and capacity to work under pressure to meet tight deadlines and organisational priorities

- A positive and pro-active approach to building and maintaining successful employee relationships

- Flexibility in working arrangements - willing to work out-with ‘normal’ working hours and travel when needed to sites or locations as required for the delivery of programme objectives and outcomes.


Desirable Skills:


- Experience of having implemented a Command and Control Mobilising System Project.

- Recognised project management qualification(s) such as Major Projects Leadership Academy Certified, Project Management Professional (PMP) certification, or equivalent.

- Experience of public sector procurement

- Experience of working within a formal quality environment

- Experience of working within an emergency services environment

- Knowledge of broad industry trends and technology shifts
