This is a fantastic opportunity to join the Safeguarding and Quality Assurance Service at a pivotal time in our development journey, and more importantly, where your work will make a huge difference to the lives of children who are looked after in LBBD.

We are currently looking to recruit to our vacant position of Service Manager: Child Protection Conference Service. This is an internal advert at the moment as we are committed to supporting career progression for LBBD staff where possible. Special requirements for this post

As the Service Manager you will be responsible for the operational management and leadership of 5 CP Conference Chairs but also have wider strategic responsibilities across Children’s Social Care, supporting the other Service Managers and the Head of Service in the smooth running of the SQA service. A key priority for us is to ensure that our service ensures all children who are at risk of significant harm have outcome focused CP plans that address need and risk, are timely, proportionate and dynamic.

You will have a key strategic leadership and operational delivery of the Child Protection Conference Service, providing excellent supervision, management support and oversight for the Child Protection Chairs and develop and lead on the CP quality assurance strategy within the service.

You will report to the Head of Service for Safeguarding and Quality Assurance and have a key role in reporting into the Safeguarding Partnership and wider operational leadership meetings as required.

The successful candidate will have effective oversight and performance management of the service against our clear CARES practice framework and practice standards and statutory responsibilities of the role.

About you

As the Service Manager for the Child Protection Conference Service, you will be proficient in working within the framework of relevant legislation, including the Children Act 1989, Public Law Outline (2014), London Safeguarding procedures, Working Together 2023, and relevant statutory guidance and regulations as they relate to the role.

You will have excellent written and verbal communication, IT skills and the ability to prioritise your own work and work with your teams to respond to tight deadlines essential for this post.

You will have extensive experience and a proven track record in working within the child protection arena, leading services that oversee planning and response to children requiring a statutory child protection response, as well as very good understanding of both the child in need and children looked after arenas and how they link into child protection planning.

You will create and maintain a good team atmosphere and morale and be able to evidence good leadership skills and a proven track record for delivering good outcomes for children and young people. In addition to your practice, you will need to lead, manage, and motivate a team to embed a positive performance culture.

As this role is cited within the Safeguarding and Quality Assurance service, you will also be experienced in auditing, high quality report writing, utilising, and using performance data, formulating strategies, policies, objectives, and targets to drive excellence within the CPC service.

You will be able to work on your own initiative, lead practice in your area developing and embedding innovation, set priorities and implement effective, efficient, and economically viable plans and improvement programmes for the service that align to the Council’s and directorates goals and ambitions.

You will work constructively, creatively, and relationally with peers, external stakeholders, and the social workers/managers responsible for the direct work with the children and hold them to account to deliver excellent services to the children and families subject to child protection plans.

You will have a good understanding of the Continuum of Need, CARES practice framework and the Practice standards which you and your service will use as benchmarks for excellent practice, as well as a working knowledge of Contextual Safeguarding and R.O.T.H. (Risk Outside The Home) conferences which will fall under your remit.

You will have experience of chairing and managing highly complex family and multiagency meetings and be able to work with Social Work colleagues, families, and partner agencies in developing complex care plans that drive improvements in outcomes for our children.

You will also be proficient in budget management ensuring the service delivers its functions within best value principles within the parameters of the cost centres you oversee.

The right person will be joining a really supportive Safeguarding and Quality Assurance service made up of Independent Reviewing Officers, Child Protection Conference Chairs, Quality Assurance auditors, the LADO, Prevent colleagues, the Business unit of the Barking and Dagenham Safeguarding Childrens Partnership (BDSCP) and our business support team.
