Job summary

The NHS Counter Fraud Authority (NHSCFA) is the national body responsible for all matters relating to the prevention, detection and investigation of economic crime across the NHS. Further information about our work and annual plan for delivering this is available on our website.

The Data & Analytics Lead manages a comprehensive Data Analysis service in support of all directorates of NHSCFA and external clients of the Information Analytics Unit. Lead key analytical work to prevent and detect fraud using data and ensure analytical insight and robust analytical reporting structures that support decision making are in place and appropriately managed. Manage an analytical team comprising of Data & Analysis Specialists, Senior Data Analysts & Data Analysts, ensuring delivery of the unit plan and support and delivery of strategic activity, and are responsible for the delivery of tasks and objectives to achieve the requirements of NHSCFA's business and strategic plan and unit plan delivery. Will also have a key role in delivering Service Improvement across the organisation.

Main duties of the job

Responsible for developing and leading a proactive analysis, at both strategic and tactical levels, to support the prioritisation and development of a diverse range of crime reduction activities in relation to the protection of NHS staff, patients, and resources.

Responsible for developing a data quality strategy and procedures to ensure effective delivery of robust and insightful reporting, visualisation, and proactive data analysis.

Contribution to the delivery of the above data strategy through chairing and overseeing the actions of the Data Strategy Group and corresponding Data Practitioners Forum subgroup in support of the NHSCFA's wider application of data.

Responsible for undertaking detailed programme planning, defining deliverables, success criteria, dependencies, change control and reporting compliance against the programme.

Responsible for the identification, application and oversight of required resources and expertise required to deliver key data analytics work and to scope, develop, write, and present proposals and business cases for additional resources.

Responsible for the identification and mitigation of issues that are impacting successful implementation and works with the service users, software suppliers and NHS CFA teams to resolve issues in a timely and cost-effective manner, escalating appropriately.

Responsible for the identification and management of the full range of internal and external customers/stakeholders relevant to the successful delivery of analytical activities and work, capitalising on both formal channels and informal networks to achieve goals and advocating for and positively representing the Information Analytics Unit when working with customers and stakeholders.

Person Specification

Knowledge and Experience

Essential

Demonstrable experience of leading programme and project delivery in a large organisation. Experience of implementing structured project management methodologies and promoting best practice. Experience of report writing synthesising information and data into an accessible format to meet the needs of the audience.

Desirable

Experience of stakeholder engagement work at a senior managerial level.

Specialist Knowledge

Essential

Excellent programme and project management skills, managing outcomes and delivering to deadlines without compromising performance across a multidisciplinary team. High level of IT literacy with a good working knowledge of generic software packages such as Microsoft Word, Excel, and PowerPoint. A good understanding of equal opportunities and diversity in employment and service delivery within a public service environment. Working knowledge of statistical software packages ( Alteryx, PowerBI) and underlying program language tools such as R, Python and SQL. Expertise concerning the underlying principles and techniques of data analytics within the context of counter fraud, for example rule-based analytics, machine learning etc.

Demonstrable experience of creating and maintaining reporting systems

Qualifications

Essential

Educated to degree level in relevant discipline, or equivalent. Formal Programme/Project Management qualification (, Managing Successful Programmes / Prince2).

Desirable

Post graduate qualification in a relevant subject. Accredited Counter Fraud Specialist.

Communication Skills

Essential

Excellent communications skills and able to build interpersonal working relationships across a broad spectrum both internally, and to engage widely with external stakeholders. Excellent written and presentation skills particularly the ability to convey ideas and concepts to a varied audience.
