Scope of Services :

Services to be supported during the duration of the contract are detailed below. A requirement to undertake additional services shall be mutually agreed by way of contract amendment:

Provide technical expertise in the development and submission of Safety Case to ensure compliance with the required Relevant Statutory Provisions (RSPs) and supporting guidance. Provide technical expertise in developing any necessary responses to any Non-Acceptance Issues (NAIs) raised by the regulator following submission of the Safety Case. Provide technical expertise in the development of related documentation e.g. Standards, procedures and processes to create a suitable and sufficient Safety and Environmental Management System (SEMS) to develop the Master Document Register (MDR).

·Carry out Gap Assessments of existing Safety Case against regulatory requirements, industry guidance and company procedures and standards and provide an action plan to close out any gaps

Perform independent Thorough Review of the Safety Case as per the OSDR Offshore Thorough Review Process and Summaries Inspection Guide. Conduct ALARP Workshops for the Thorough Review. Conduct high level desktop review of the QRA and conduct formal review meetings to confirm the validity of the methods and assumptions used.

·High level review of main Safety Case supporting safety studies (EERA, FERA etc.) to determine validity with current operations.

Perform MAH review for the asset.

·Engage and communicate with asset personnel and relevant discipline Technical Authorities (TAs) to achieve review of the Safety Case and for several activities including the MAH review and ALARP Workshops.

·Perform periodic reporting to stakeholders to demonstrate progress.

·Develop SMART actions to address areas where full compliance has not been achieved and where opportunities exist to improve the Safety Case. Communicate these to accountable stakeholders for progression and close-out.

·Provide Technical Safety input into; Risk Assessments, HAZID, SIMOPS / COMOPS, HAZOP, SIL / LOPA revalidation, MAH and SECE reviews.

·Generation of the relevant reports, presentations and/ or submissions in relation to Thorough Review and Safety Case submission.

·Provide technical expertise to the resolution of technical queries ensuring that all design changes are captured by the change control process.

·Provide technical expertise, development and submission of regulatory compliance, changes and updates e.g. Safety Case Material Changes and Combined Operations submissions.

·Complete interdisciplinary checking of documents where necessary.

·Compliance with company engineering procedures, industry, international and client codes and standards.

·Ensure that all work complies with the Contract Health, Safety, Environmental and Quality policies and procedures in line with industry standards.

Deliverables:

Services should be provided to enable production of the following deliverables where required as part of project specific works, specific clients and durations will be called off as part of the purchase order.

Key deliverables to include:

ORA facilitation and support providing technical input and review as operationally required. Cumulative Risk– facilitation, technical input and review as operationally required. MoC safety screening as per asset requirements. Close out of Safety Thorough Review comments and actions. Produce technical safety deliverables to meet project or operations requirements which may include Safety Screening Document, Safety Workshop Reports (eg. HAZID, HAZOP, LOPA/SIL) and Safety Concerns Register. Perform technical safety reviews and studies which may include: ALARP Demonstration; Fire and Explosion Risk Assessment (FERA); Evacuation Escape and Rescue Analysis (EERA); Temporary Refuge Impairment Analysis (TRIA); Smoke and Gas Ingress Analysis (SGIA); Essential Systems Vulnerability Analysis (ESVA); Dispersion modelling/ analysis, thermal radiation, gas plume analysis.
