You will provide critical advice guidance and support to theDirector of Adult Social Care on practice and risk ensuringcompliance with all adult social care legal requirements.Additionally you will drive quality assurance and practicedevelopment to enhance practitioner skills and prepare theworkforce for the new CQC inspectionframework.

KeyResponsibilities:
  1. LeadershipandManagement:

    • Leadand manage the Adult Safeguarding and Adults MultiAgencySafeguarding Hub Services.
    • Act asthe lead social work professional for all social care staffoffering expert advice andsupport.
    • Provide strategicleadership in safeguarding governance practice and statutory dutycompliance for DMT SAB and RegulatoryBodies.
    • Oversee the implementationof the Liberty Protection Safeguard (LPS) changes ensuring practicestructural and technological requirements aremet.
  2. QualityAssurance and PracticeDevelopment:

    • Drivecontinuous improvement in practice quality and effectiveness acrossthe ASCS workforce.
    • Implementnational and international guidelines auditing and assuring servicequality against standards.
    • Lead thedevelopment and delivery of policies training guidance and qualityassuranceprocesses.
  3. StrategicLeadership andCollaboration:

    • Serveas the council s lead officer for Local SafeguardingBoards/Partnerships providing strategic oversight of the health andsocial care agenda.
    • Develop andmaintain collaborative relationships with key statutorypartners.
    • Provide expert advicesupervision and support in complex situations including riskassessments case conferences and legalproceedings.
  4. Systemsand ServiceIntegration:

    • Promoteintegration with health and public sector partners voluntary sectorand care sector partners to enhance servicedelivery.
    • Lead strategic initiativesto foster a positive culture of change extending practitionerskills andflexibility.
  5. PolicyDevelopment andImplementation:

    • Leadthe delivery of new and updated policies related to adultsafeguarding.
    • Ensure effectivecommunication with the public providers andpartners.
    • Oversee the developmentand continuous improvement of ICTsystems.
  6. StakeholderEngagement andCommunication:

    • Workclosely with County Councillors the Corporate Leadership Team (CLT)and Health Leadership to develop and deliver strategicagendas.
    • Communicate effectivelywith staff partners and the public to promote the council s visionandpriorities.
  7. ServiceDelivery andImprovement:

    • Leadthe creation of a highperformance culture within the ASCdirectorate.
    • Develop a collaborativeand inspirational managementteam.
    • Ensure effective operations inplanning programme development human resources and financialoversight.
    • Foster a learning culturewithin teams promoting innovative ways of working and using Signsof Safetyprinciples.
  8. Financialand ResourceManagement:

    • Overseefinancial management of the service s budget ensuring robust budgetcontrols.
    • Lead savings plans andtransformation programmes ensuring financialsustainability.
    • Ensure services aredelivered costeffectively and meet requiredstandards.

Qualificationsand ProfessionalMemberships:

  • SocialWork qualification recognized by the Health and Care ProfessionsCouncil.
  • Master s Degree and/orequivalent experience.
  • Evidence ofcontinued professionaldevelopment.
  • Relevant social workprofessional qualification and/or other relatedfields.

SpecialistKnowledge Skills andExperience:

  • Demonstrablehigh performance and achievement at a senior level within a localauthority or largeorganization.
  • Indepth knowledge ofpublic sector issues andchallenges.
  • Comprehensiveunderstanding of legislation guidance and national policy relevantto social care services.

Demonstrable high performance and achievement at a senior levelwithin a local authority or large organization. In-depth knowledgeof public sector issues and challenges. Comprehensive understandingof legislation, guidance, and national policy relevant to socialcare services. Proventrack record of developing and implementing high-level strategies.Strong resource management skills, including budget formulation andcontrol.
