The Rare Disease Implementation Network has been developed to support the UK Rare Disease Framework. This Framework is supported by the Welsh Government and enables collaboration across all four nations to improve the care provision of those impacted by Rare Diseases.
The four priorities detailed in the framework are:
o Priority 1 Helping patients get a final diagnosis faster.
o Priority 2 Increasing awareness of rare diseases amongst healthcare professionals.
o Priority 3 Better coordination of care.
o Priority 4 Improving access to specialist care, treatment, and medicines.
The Wales Rare Disease Action plan sets out 42 actions, that supports the implementation of these priorities, based on our clinical understanding, patient and public engagement and data sources. This plan is refreshed and reported to our partners each year.
As the clinical lead, these actions will become the measure for implementation planning. Working with multiple NHS And non-NHS partners, academia, industry and those impacted by Rare Diseases, collaboration and partnership is key to our progress.
Main duties of the job
The post holder will have responsibility for clinical leadership, advice and engagement. Key aspects of this role will be to:
To provide professional and clinical leadership for the Implementation Network
To provide clinical advice and scrutiny to constituent provider organisations on the activities and required support to deliver the objectives of the Implementation Network.
To communicate the Implementation Network's focus on quality and outcomes from national through to local level, allowing the local teams to feed ideas and input back to the Network and NHS Executive as appropriate.
To provide leadership for improving and safeguarding quality.
To prioritise, develop and promote high level national health & care pathways
To challenge organisations and clinicians around the timely adoption and implementation of best practice that will support elective recovery.
To support national strategic / policy thinking regarding the speciality
Supporting and implementation associated with relevant regional working opportunities that will facilitate more timely care to patients
To support the principles of the National Clinical Framework (NCF) and its delivery in Wales

Qualifications and Knowledge
Essential
Qualified healthcare professional with registration with appropriate body. Full UK clinical accreditation and holding a substantive Medical, surgical or Nurse/Clinical Practitioner post in Wales. Significant experience in the service area. Enhanced knowledge of the service area within Wales. Good understanding of clinical governance.
Desirable
Relevant professional registration.
Experience
Essential
Managing and chairing groups. Working with key stakeholders.
Desirable
Recognised lead in the service area. Experience in post-graduate /multidisciplinary education. UK and international experience working within the service area. Research experience.
Skills and Attributes
Essential
Competence in clinical management. Sound judgment and decision making. Proven ability to manage complex work and prioritise effectively. Ability to develop effective working relationships on an individual and multi-disciplinary basis. Ability to maintain CPD to a high standard.
